Phase I: At least one bus stop location with signage only shall be installed as a part of <br />Phase I. <br /> <br />2. Phase II: At least one bus stop location with signage and a bus shelter together with a bus <br />pull out meeting NCDOT standards shall be installed as a part of Phase II. <br /> <br />SECTION 3-3 INTERNAL TRAFFIC CIRCULATION AND PARKING <br /> <br />A. The timeline for internal street improvements shall be as follows: <br />1. Internal thoroughfares and main roadways shall be constructed in a minimum of two <br />phases per Sheet C5.0 of the Master Plan. The proposed phasing shown is conceptual and subject <br />to change as site plans are submitted for individual Development Areas. <br />2. Access to the project from Mt. Willing Road will not be required until Development Area 5 <br />is developed or Development Areas 2 – 4 are developed with uses generating over 50% of the total <br />allowable trips, except that emergency access from Mt. Willing shall be installed as part of Phase I <br />as shown on C2.2 of the Rezoning Plan. <br />3. Roadways and drive-cuts affording internal access within Development Areas shall only be <br />constructed after detailed site plans are approved by the County. <br />B. All streets and sidewalks shall be designated as available for general public use through an <br />easement(s), if not otherwise dedicated to a public entity. <br />C. Crosswalks shall be painted, or otherwise delineated, within the roadways to signify pedestrian <br />crossing points. <br />D. Any proposed land use requiring drop-off zones/areas shall be provided space(s) near building <br />entrances and segregated from required parking spaces and/or vehicular travel lanes. <br />E. Parking areas shall be separated from structures by: <br />1. A raised concrete walkway, or <br />2. A landscaped buffer/natural area, or <br />3. A segregated pedestrian walkway. <br />In no case will parking be allowed to directly abut a proposed structure at the same grade without wheel <br />stops or other measures in an effort to protect pedestrians from parking areas. <br />F. Parking areas shall be designed so that pedestrians walk parallel to moving cars in order to <br />minimize the need for pedestrians to cross parking aisles and landscape areas. <br />G. Curb stops shall be required in all parking lots in cases where there is no proposed island, <br />landscape area, or sidewalk to provide a traffic break. <br />H. Drive aisles for parking areas shall meet the following minimum width requirements as described <br />in Section 6.9.10 of the UDO. <br />I. Parking for individual land uses shall be based on the following standards: <br /> <br />1. One (1) space for every three hundred (300) square feet of floor space within a Retail <br />Trade facility. <br /> <br />36
