Buc-ee’s – Efland, NC

30

The I-40 EB Service Road segment was analyzed as a one-sided collector-distributor weave.
Vehicles exiting Eastbound I-40 via Exit 161 to make a turn onto US-70/I-40 Connector must
make one lane change in the same segment where vehicles exiting Mt. Willing Road must make
one lane change to merge onto I-40 EB. A free-flow speed of 50 mph and a weaving length of
705 feet were assumed for the mainline segment. A free-flow speed of 45 mph was assumed for
the I-40 EB ramps.

The I-40 WB Service Road segment was also analyzed as a one-sided collector-distributor weave.
Vehicles exiting the East RIRO Site Drive must make one lane change to merge onto I-40 WB. A
free-flow speed of 50 mph and a weaving length of 1075 feet were assumed for the mainline
segment. A free-flow speed of 45 mph was assumed for the I-40 EB ramps. Note that the
proposed removal of the existing I-40 WB Exit 160 off-ramp eliminates the existing weave made
by traffic exiting Exit 160 and turning onto Mt. Willing Road.

A 0.90 peak hour factor and a 2.0% heavy vehicle percentage were used for all scenarios. Ramp
distances and grades were measured using Orange County GIS data.

The peak hour weaving LOS for the projected (2022) build-out condition is shown in Table 7.1.

Table 7.1
Weaving Level-of-Service Summary
Condition AM Peak Hour
LOS (Density)
PM Peak Hour
LOS (Density)
Saturday Peak Hour
LOS (Density)
I-40 EB Service Road (Mt.
