Buc-ee’s – Efland, NC

23

6.4 Mt. Willing Road – I-40 EB Ramps

Analyses indicate that the unsignalized Mt. Willing Road – I-40 EB Ramps intersection currently
operates with short delays on the minor street approach (I-40 EB Ramp). With the addition of
background and site-generated traffic, the minor street approach is expected to continue operating
with short delays on the minor street approach in the build-out traffic condition. Note that it is
typical for the stop-controlled approach with a major street to experience long delays while the
major street experiences little or no delay. Furthermore, in the highest volume peak hour site
traffic is expected to account for less than 2% of build-out intersection traffic volumes. No site
trips are expected to be added to the eastbound minor-street approach. SimTraffic simulations
indicate that maximum queues on the eastbound approach are expected to be less than 100 feet in
all peak hours. Note that delays are reported to decrease with the site traffic in the AM Peak
Hour. This is due to variations in simulation results and is not uncommon in instances with low-
volumes on stop-controlled approaches.

No improvements are recommended at this intersection to accommodate site traffic.

Table 6.4 summarizes the operation of the intersection for the existing (2019) and projected
(2022) background and build-out traffic conditions.

Table 6.4
Level-of-Service
Mt.
