Buc-ee’s – Efland, NC

19

Capacity analyses (see Appendix) were performed for the weekday AM, PM and Saturday peak
hours for the existing (2019) traffic condition and the projected (2022) background and build-out
traffic conditions using Synchro/SimTraffic Version 10 software to determine the operating
characteristics of the adjacent road network and the impacts of the proposed project. Capacity
analyses were performed at the following intersections:

US-70 – Efland-Cedar Grove Road
Mt. Willing Road – Forrest Avenue
Mt. Willing Road – I-40 WB Ramps
Mt. Willing Road – I-40 EB Ramps
US-70/I-40 Connector – I-40 EB Ramps
US-70/I-40 Connector – I-40 WB Ramps
US-70/I-40 Connector – Ben Johnston Road/Site Driveway
I-40 WB Service Road – East RI/RO Site Driveway
I-40 WB Service Road – West RI/RO Site Driveway

Existing peak hour factors (PHF’s) were used where current conditions exceed the default value
of 0.90 in the existing and background traffic conditions, while a consistent PHF of 0.90 was used
at all study intersections in the build-out analyses. Where count or projected volumes are less than
4, a minimum volume of 4 was used in the Synchro analysis to be conservative.

140
