Buc-ee’s – Efland, NC

ES-1

Executive Summary

Kimley-Horn and Associates, Inc. has performed a Traffic Impact Analysis for the proposed Buc-
ee’s - West Orange County project located generally north of I-40 between Mt. Willing Road and
the US-70/I-40 Connector in Efland, North Carolina. As currently envisioned, the project is
assumed to include a 120-pump gas station with convenience store. Project build-out is
anticipated in 2022. The project will be accessed via one full-movement driveway on the US-
70/I-40 Connector aligning with Ben Johnston Road as well as two right-in/right-out driveways
along the I-40 WB Service Road.

This report presents trip generation, distribution, traffic analyses, and recommendations for
transportation improvements required to meet anticipated traffic demands in conjunction with the
development. The traffic conditions studied include the existing (2019) traffic condition as well
as the projected (2022) background and build-out traffic conditions. Note that I-40 and I-85
routes overlap in the study area. Because the freeway’s east-west orientation through the study
area generally matches I-40’s overall alignment, this report refers to this roadway segment as I-40
for clarity and consistency.

The proposed project possesses unique trip generation characteristics that outside the data range
published in Trip Generation (Institute of Transportation Engineers, Tenth Edition, 2017) for
land-use code 945 (gas station with convenience store). Therefore, the trip generation rates for
this project were based on volume data collected at nine similar sites in Texas. Multiple
municipalities in several states have previously approved this methodology for use in traffic
impact analyses of proposed sites. The Texas volume data and detailed trip generation
calculations are included in the Appendix of this report.

As shown in Table ES-1, the proposed project development has the potential to 1,219 new trips in
the AM peak hour and 1,692 new trips in the PM peak hour on a typical weekday, and 2,452 new
trips during the Saturday peak hour.

Table ES-1
ITE Traffic Generation (Vehicles)
Land Use Intensity AM Peak Hour PM Peak Hour Saturday
Peak Hour
In Out In Out In Out
Gasoline Station with
Convenience Store 120 pumps 646 573 880 812 1,251 1,201
Net New External Trips 646 573 880 812 1,251 1,201

Capacity analyses were performed using Synchro Version 10 software for all intersections. Table
ES-2 summarizes the operation of the study intersections for the AM, PM, and Saturday peak
hour traffic conditions.
114
