2 <br />3. At its September 2, 2003 meeting, the Board of Commissioners approved a federal grant <br />totaling $10,000 through the N. C. Department of Crime Control and Public Safety, Division <br />of Emergency Management for the establishment of a Community Emergency Response <br />Team (CERT) program in Orange County. The purpose of this program is to train citizens to <br />the minimum level of emergency preparedness and response necessary to ensure the <br />safety of themselves, their family, their co-workers, and their neighbors for the first three <br />days following a disaster. There is no required County match for these State-administered <br />Federal funds. This budget amendment provides for the receipt of these funds. (See <br />Attachment 1, column #3) <br />4. At its September 2, 2003 meeting, the Board of Commissioners also approved a federal <br />grant totaling $2,500 through the State of North Carolina, Office of the Governor for the <br />establishment of a Citizen Corps Council for Orange County. The purpose of the Citizen <br />Corps Council is to provide an umbrella organization to assist in coordination of the <br />volunteer programs involving emergency preparedness. These grant funds will be used in <br />developing emergency preparedness materials in English and other languages, and assist in <br />translation services to create these materials. A countywide All-Hazards Guide will be a key <br />publication created through this program. There is no required County match for these <br />State-administered Federal funds. This budget amendment provides for the receipt of these <br />funds. (See Attachment 1, column #4) <br />5. The Department has recently received notification from the N. C. Department of Crime <br />Control and Public Safety, Division of Emergency Management, of the receipt of Continuity <br />of Government Planning funds totaling $49,503, from the Federal Emergency Management <br />Agency (FEMA). These funds will be used to update the County's Emergency Operations <br />Plan (EOP) for all hazards with special emphasis on Weapons of Mass Destruction (WMD) <br />Terrorism Preparedness. There is no required County match for these State-administered <br />Federal reimbursement funds. This budget amendment provides for the receipt of these <br />funds. (See Attachment 1, column #5) <br />Soil and Water <br />6. The Orange County Soil and Water Conservation District has received a reimbursement <br />grant from the United States Department of Agriculture (USDA) for the provision of technical <br />assistance in implementing the Farm Security and Rural Investment Act or "Farm Bill of <br />2002." Both the USDA and the Orange County Soil and Water District have a shared and <br />complimentary mission to assist land users and owners in conserving their soil, water, and <br />related natural resources as well as improving water quality. As such, the federal cost <br />sharing program available through the Farm Bill represents a significant opportunity for both <br />parties to achieve their shared mission. The agreement allows for reimbursement up to <br />$3,000 for technical and administrative assistance provided by Soil and Water to land <br />users/owners in meeting the Farm Bill's soil loss and water quality requirements. This <br />budget amendment provides for the receipt of these funds. (See Attachment 1, column #6) <br />Non-Departmental <br />7. On September 16, 2003, the Board of County Commissioners approved an appropriation of <br />$5,000 from the Human Services Safety Net to EI Centro Latino for sponsorship of the <br />"Many Cultures, One Race" road race. The 10K road race, one mile walk/run and children's <br />track is a fund raising event for youth leadership development programs in Orange County <br />
