Fair treatment means that <br /> no group of people should bear a disproportionate share of the negative <br /> environmental consequences resulting from industrial, governmental and commercial <br /> operations or policies. <br /> • GOAL: ENABLE FULL CIVIC PARTICIPATION <br /> Ensure that Orange County residents are able to engage government through voting <br /> and volunteering by eliminating disparities in participation and barriers to <br /> participation. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental <br /> Responsibility Goal impact is applicable to this item: <br /> • CLEAN OR AVOIDED TRANSPORTATION <br /> Implement programs that monitor and improve local and regional air quality by 1) <br /> promoting public transportation options, 2) decreasing dependence on single- <br /> occupancy vehicles, and 3) otherwise minimizing the need for travel. <br /> County Capital Project — Veterans Memorial <br /> 2. At its September 1, 2020 meeting, the Board of County Commissioners approved a <br /> budget up to $137,542 for the design and construction of Phase II of the Veterans <br /> Memorial project at the Southern Campus in Chapel Hill. A portion of the funding <br /> ($30,000) was from County matching challenge funds budgeted in the General Fund, <br /> both in fiscal years 2017-18 and 2018-19.
