66 <br /> The answer? Barrister can then appropriate that Davis Rd. parcel and use it to create the main <br /> exit out of their project that will dump onto Davis Rd. Davis will thus become part of the exit for <br /> their project. <br /> In effect, the Planning Department has requested that the boundary for the Economic <br /> Development District be extended south to swallow the 12-acre residential parcel. This land-use <br /> change would allow a developer to take over Davis Rd., a major entranceway to this residential <br /> area, and completely destroy the peaceful character of that rural community, which includes <br /> the church and cemetery that lie across from the 12-acre parcel and on Davis Rd. The church <br /> and its pre-school nursery would then have to endure unending truck and vehicular traffic from <br /> RTLP that would drive by their facility. <br /> The takeaway here is simple. Land use plans should not be changed in order to justify an <br /> applicant's rezoning request. This backwards maneuver is not the way the process should <br /> work. <br /> Such action can corrupt the process and produce unintended consequences. For instance, <br /> County Board approval on this proposal could trigger a case of illegal spot zoning, as this is <br /> what our Planning Department appears to have attempted in order to make the RTLP project <br /> work. It's like fitting a square peg into a round hole. And if you, as our county commissioners, <br /> vote to approve this attempt to circumvent the long agreed-upon process, you will be the ones <br /> who are held responsible for the fallout from this rezoning. <br /> Respectfully submitted, <br /> Ronald D. Sieber <br /> 4217 New Hope Springs Dr. <br /> Hillsborough, NC 27278 <br /> Christine Poole said she has lived in Hillsborough for 25 years, after being an army brat <br /> for her entire childhood. She said she chose to raise her family in Hillsborough, but has lived <br /> several places where air pollution has not been kept in check. She said Hillsborough is a <br /> beautiful place with ever changing seasons, and wildlife. She said the Town has history, strong <br /> values and a connection to nature, which must be protected. She said she is opposed to this <br /> irresponsible development. <br /> Keith Poole said he lives off of David Road, and is opposed to the RTLP proposal. He <br /> said he shares the same concerns as his wife, and he wants to see the land and people of <br /> Hillsborough protected. He said he respects the Board of County Commissioner's (BOCC) role <br /> in finding economic development, but he does not think this project will benefit the County. He <br /> said it is important to preserve the environment, and there are much better ways to bring <br /> development to the community. He urged the Board to build for the future. <br /> Commissioner McKee joined the meeting at 7:13 p.m. <br /> Jackson Poole said he was born and raised in Hillsborough, and recognizes the need for <br /> development, but find RTLP to be the wrong kind of development. He said climate change is <br /> real, and while Orange County is ecologically progressive, it can always do more. He said the <br /> impact of this development on watersheds would be serious. He said there are many reasons <br /> not to build on this site, but water seems the most important to him. He said it is important to <br /> build smart for the future, and he is opposed to RTLP. <br />
