37 <br /> Commissioner Greene read the proposal from the Planning Board member's comments. <br /> She said the potential uses seem to be changing. She said everyone wants to understand the <br /> maximum number of trips per day, and how does the County prepare. She asked if the other <br /> code uses would be more or less trips per day. <br /> Michael Birch said he can provide additional information. He said each use has slightly <br /> different characteristics with daily trips, peak hours etc. He said the recommended <br /> improvements are based on trip generation with a certain use, but those improvements will <br /> accommodate additional trips. He said the infrastructure could handle additional trips. <br /> Commissioner Bedford said a traffic noise study was done on old 86 and Davis road, <br /> and the noise increase would be 2.2 decimals for all but one parcel, and it would need t be 3 <br /> decibels to be perceived. She asked if more details could be provided about this, and if the <br /> Applicant would be willing to give the BOCC a full copy of the study. <br /> Michael Birch said one property, with the higher decibel increase, was parcel #3 that <br /> fronts along Davis Road. He said this is the Barlow property. He said he will follow-up on the <br /> exact details. <br /> Commissioner Bedford referenced pages 402, 406 and 450, which included <br /> communications regarding traffic, and she tried to compare DOT's initial findings with that which <br /> they resolved and agreed to. She said everything was fine at Waterstone, as well as the <br /> conservative estimate that was used for 86/1-40 westbound ramps. She said DOT required <br /> three things with old 86 and the service road: a north bound left turn lane with125 feet of full <br /> staging/storage; south bound right lane with 100 feet of staging/storage; and an east bound right <br /> turn lane, with 200 feet of full staging/storage. She said the Applicant offered up the option of <br /> right turn only out of the service road, and DOT responded by keeping the first two conditions, <br /> but deleting the third. She said Davis road originally required a traffic signal, a southbound right <br /> lane with 100 feet of full staging/storage, and a northbound left turn lane with 100 feet exclusive. <br /> She said at some point the northbound left turn was removed, and it became a right turn only <br /> onto the service road, in order to avoid building the number 3 right eastbound lane with 200 full <br /> storage. She asked if the Applicant were to build that road, would it still be possible to have left <br /> turns out of the service road, and meet the requirements for DOT. <br /> Christa Greene said no. She referred to the July 31st memo from DOT, which said the <br /> queue spillbacks from the adjacent eastbound ramps will need to be mitigated, or restrictions of <br /> left turns. She said that is basically where NCDOT recommended right lane. <br /> Commissioner Bedford asked if there is any other way to mitigate the queue spill back. <br /> Christa Greene said the Applicant could not determine any other way to mitigate the <br /> queue spillback. <br /> Commissioner Marcoplos said these types of issues have arisen before in discussions of <br /> widening 1-40, when the only option seemed to be to run a road through a neighborhood, but <br /> another solution was found due to community pressure and pushback. He wonders if there are <br /> other ideas that just have not been fully pursued. <br /> Michael Birch said one additional option was to condemn private property, in order to <br /> shift the service road intersection with 86 farther away from the 1-40 ramp. <br /> Commissioner Marcoplos asked if this is the Dodson property. <br /> Michael Birch said no, it is more the area between the Applicant's land and 86. He said <br /> it would involve shifting the service road further south. He said that is the only other option. <br /> He said there are some fixed points in the ramp and the bridge. He said design standards <br /> require things to stay fairly straight. He said shifting things is not a feasible solution. He said <br /> the Applicant did consider this, but it would require action from someone else to condemn <br /> property. <br /> Michael Harvey shared his screen to display the actual property line in question.
