Orange County Transportation Services has received notification of available <br />reimbursement funding of up to $336,301 in CARES Act funding as a pass-through from <br />the North Carolina Department of Transportation. These funds are intended to offset <br />local revenue losses and aid COVID-19 response and recovery efforts. This budget <br />amendment provides for the receipt of these reimbursement funds, and reduces the fund <br />balance appropriation budgeted in the General Fund for FY 2020-21 by the same <br />amount. (See Attachment 1, column #7) <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br />applicable to this item: <br />• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br />The creation and preservation of infrastructure, policies, programs and funding <br />necessary for residents to provide shelter, food, clothing and medical care for <br />themselves and their dependents. <br /> <br />Health Department <br />10. The Orange County Health Department has budgetary changes to the following <br />programs: <br />• Regional Strike Team – receipt of $198,940 in federal pass-through grant <br />funds from the North Carolina Department of Health and Human Services, <br />Division of Public Health to support the COVID-19 pandemic response. The <br />grant service period runs through December 15, 2020. Funding will support a <br />Coordinator position and six (6) temporary trainers to provide infection control <br />education in congregate living facilities across Orange, Alamance, Caswell, <br />Chatham, Durham, Guilford, Person, Randolph, and Rockingham counties. <br />This budget amendment provides for the receipt of these funds, increases the <br />current Emergency Preparedness Coordinator from a 0.6 FTE to a time-limited <br />1.0 FTE position to serve as the Coordinator for this team. <br />• Family Success Alliance – the department received $15,000 in grant funds <br />from the United Way of the Greater Triangle back in FY 2018-19 to support the <br />Parent Council within the Family Success Alliance. Although the budget <br />amendment, approved back in FY 2018-19, budgeted these funds in the multi- <br />year grant project fund, the funds were credited in the General Fund, but <br />expenditures were never incurred. This budget amendment provides for a fund <br />balance appropriation of $15,000 from the General Fund to the multi-year <br />Grant project for use within the Family Success Alliance program. <br /> <br />This budget amendment provides for the budgetary changes as stated above. <br />(See Attachment 1, column #8) <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br />applicable to this item: <br />• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br />5
