II. Introduction to the New Chapel Hill Police Department Crisis Unit <br /> The first order of business was receiving a brief report form the Chapel Hill Police Department Crisis <br /> Unit Supervisor Megan Johnson. Megan provided information regarding the Crisis Unit and <br /> introduced the staff to include Lindsay Mostenes,Tori Taylor Glover and Ben Zueigle, all being <br /> Master's level Social Workers. Megan reported that the Crisis Unit responds 24/7. The time of <br /> operation is 8:00 am-11:00 pm and is reachable after hours through the Watch Commander. The unit <br /> responds to psychiatric emergencies and suicide attempts,work with crime victims,homicides and <br /> landlord tenant disputes to name a few. The unit engages in community outreach providing <br /> information and education to community groups; make referrals, engage in street outreach and is part <br /> of the morning triage and daily review of case reports of the CH Police Department. The unit <br /> collaborates with other community service providers such as IFC and CEF and is part of the <br /> homelessness task force. <br /> III. The Pre-Sentence Investigation Pilot in 15B &Attorney General's Pretrial Roundtable <br /> Superior Court Judge,Allen Baddour,provided an overview of the pilot program. Jude Baddour <br /> explained that a PSI can be conducted on individuals convicted of a felony before sentencing for up to <br /> 60 days. Probation would conduct further investigation,which could include a risk assessment; needs <br /> assessments;home visits, substance use; mental and physical health assessment as well as meeting <br /> with support collaterals. Probation would not make recommendations. The report would provide <br /> additional information to the Judge prior to sentencing,which could be helpful in crafting better <br /> sentencing. Currently there is not a lot of data other than antidotal to prove the value of the program <br /> because of the complexity of the program. Judge Baddour also provided a brief overview of the <br /> Pretrial Roundtable held in Raleigh. Orange County was among those presenting. <br /> IV. JAC Member News Updates and 2019 Priorities <br /> At the request of Chairperson Commissioner Greene the various agencies and/or organization <br /> provided a brief update of activities. <br /> V. Consideration of JAC Support Letter for Arnold Foundation Grant <br /> Cait Fenhagen reported on work conducted by the Laura and John Arnold Foundation. The <br /> Foundation is partnering with Duke University School of Law to address improving pretrial court <br /> appearances in Orange County. The project proposes to support two new staff positions dedicated to <br /> promote court appearances in Orange County. The two positions would be part of the CJRD. A letter <br /> of support was presented to the council for review and up for a vote of support. A motion was made, <br /> second and carried in support of the project. <br /> There being no further business the meeting was adjourned at 4:25 pm. <br />
