States market generates a decent among of revenue for state-level energy efficiency programs, but the <br /> actual carbon reductions have been very modest.5 <br /> In fact, most of the Northeast States that are part of the carbon market ALSO have passed strict Clean <br /> Energy Standards—i.e.they also mandate that their utilities switch a specific percentage of their <br /> generation to clean energy by a date certain. Because they have seen that a carbon price will not bring <br /> down carbon emissions enough, several of them have gone back in recent years and tightened their <br /> Clean Energy Standards. For example, New York, New Jersey, and Maryland all require a 50%drop in <br /> utility carbon emissions by 2030—far more than they are able to get out of their price on carbon. <br /> In conclusion, the EAB believes that to address a problem as enormous and critical as climate change, <br /> we need to start by advocating for a comprehensive policy program.This bill is weak tea by comparison, <br /> and should not be Carrboro's statement on climate policy. <br /> 5 https://fas.org/sgp/crs/misc/R41836.pdf <br />
