MINUTES - Draft <br /> ORANGE COUNTY BOARD OF HEALTH <br /> May 27, 2020 <br /> In the chat box, Kristin Prelipp quoted Ms. Stewart's official response to the school district which <br /> was "Pursuant to Section 4(E)(3) of Executive Order 138 the Governor has left decisions about <br /> whether to hold graduation ceremonies up to local school boards and superintendents and has <br /> directed those officials to consult with local health departments and law enforcement officials <br /> about how to safely hold such graduation ceremonies. If local school leaders elect to hold <br /> graduation ceremonies, then those ceremonies must comply with requirements of applicable <br /> Executive Orders in effect at the time of the event. <br /> It's outside of the Health Director's jurisdiction; it's left to the discretion of the school boards and <br /> superintendents. As the local health official, I strongly recommend that the outdoor graduation <br /> ceremonies limit groups to 25 max including support staff. I also recommend the use of face <br /> coverings for those that are able to wear them, physical distance of at least 6ft between <br /> individuals, and clear communication advising that COVID positive individuals and those with <br /> symptoms should not attend as graduates, family, or support staff. <br /> Again the final decision about graduation ceremonies remains at the discretion of local school <br /> board and superintendents". <br /> Ms. Stewart added the school boards and superintendents were given guidance to consult with <br /> local health officials which they have done. She continued by stating that it is a milestone in the <br /> life of a high school graduate, she's not immune or insensitive to that. She does want everyone <br /> to have the experience of celebrating that milestone, understands that everyone has worked <br /> hard but just wants everyone to be safe doing so. <br /> Ms. Miller thanked Ms. Stewart for the clarification as she stated that the school board had <br /> pushed the idea that the Health Director had the final say on high school graduations. <br /> VI.
