MINUTES - Draft <br /> ORANGE COUNTY BOARD OF HEALTH <br /> May 27, 2020 <br /> Nutrition, County Government & Infrastructure, Income & Employment, Social Justice, <br /> Housing, Environmental Health and Health Promotion. <br /> • The original 3 chosen priorities were: Access to Care, Health Promotion and Social <br /> Justice. After speaking with Quintana Stewart and Donna King, Director of Health <br /> Promotion & Education Services, and referencing Healthy NC2030, the decision was <br /> made to replace Health Promotion with Health Behaviors and Social Justice with Health <br /> Equity. <br /> • The 2019 CHA is complete and as of now, is awaiting feedback from the state on <br /> whether or not it's approved or if any edits need to be made. <br /> • There are 8 phases to the CHA process—all of which occurs over a 12 month period. <br /> Phase 1 (establish CHA teams) started January of last year with phase 6, the creation of <br /> CHA document, starting this past January. <br /> • Next steps include community and partner involvement recruitment to assist in the <br /> development of Community Health Improvement Plans (CHIP) and the actual develop of <br /> those action plans based on Results Based Accountability (RBA). Phase 7, to <br /> disseminate the CHA document, will begin in early June. The document will be shared <br /> electronically, with the hope to share it wide throughout OC (website, listserv's, HCOC <br /> membership, OCHD staff, OC Government staff, BOCC). Physical copies will also be <br /> available. The last phase, to develop community action plans, will begin in June. The <br /> deadline to submit completed action plans is September, and the HCOC will work to <br /> write the plans based on RBA. The HCOC was instructed that if additional time is <br /> needed to develop them, due to the detailed and extensive nature of RBA, an extension <br /> can be granted. <br /> • The goal is not to create all new groups or initiatives, but to see who may be doing what, <br /> where the gaps are, and who needs to be involved to create the best results so that OC, <br /> as a whole, is better off. HCOC will address the 3 chosen priorities through committees <br /> and/or partnering with pre-existing committees. <br /> • To satisfy the Accreditation requirement, Ms. Rawlinson mentioned sharing the results of <br /> the CHA with the BOH as being an Accreditation requirement and that it should be <br /> reflected in the minutes that the Board was able to review the CHA document, were able <br /> to review the data and have any questions answered. Ms. Rawlinson also requested the <br /> Board's stamp of approval to move forward with the action steps. <br /> The BOH members had questions that were addressed by Ms. Rawlinson, Quintana <br /> Stewart and Susan Clifford. <br /> C. BOH Strategic Plan Discussion <br /> Beverly Scurry, BOH Strategic Plan Manager, displayed the "Top Ten Community Concerns <br /> and Related Data" document based on community feedback. Ms. Scurry led a discussion with <br /> the Board regarding the BOH's top three priorities. <br /> Quintana Stewart made a request to the Board. In thinking about the priority areas and tasks <br /> we want to work on, it was requested of the Board to assist with some of the macro level types <br /> of interventions and strategies as the Board has more leeway to do a little more with the <br /> advocacy piece than the OCHD as local government employees at times.
