MINUTES - Draft <br /> ORANGE COUNTY BOARD OF HEALTH <br /> May 27, 2020 <br /> the Agreement Addendum (AA) is to provide training for agencies and communities to increase <br /> cultural and linguistic competence through adoption of the National Standards for Culturally and <br /> Linguistically Appropriate Services (CLAS) in Health and Health Care. OCHD is now in the <br /> second and last year of this pilot project. While COVID-19 interrupted a lot of the plans for year <br /> two, there were many great outcomes for our staff and community partners. Below are <br /> highlights of the presentation. <br /> • The service period for the AA was from June 1, 2019 to May 31, 2020. There was an <br /> award of$28,000 received. <br /> • The Health Department (HD) staff leading the AA efforts are Beverly Scurry, Susan <br /> Clifford and Donna King. <br /> • There was an increase of 13 individuals and 9 organizations from year one for a total of <br /> 35 individuals representing 23 community organizations and county departments on the <br /> Health Equity Council (HEC). <br /> • Year one highlights include: <br /> 0 25 staff and partners attended the 40t" Annual Minority Health Conference. <br /> o Trainings provided by the Office of Minority Health and Health Disparities (OMHHD) <br /> were attended by 60 staff and community partners. <br /> o A community forum that featured a Gallery Walk was held. <br /> • Year two highlights include: <br /> o There were some deliverables that were interrupted by COVID-19 which caused <br /> plans to change and events cancelled. <br /> o In lieu of in-person trainings, OMHHD sent 10 webinars to assist with attendance in <br /> attaining the percentage (which was lowered from 20% to 10%) of OCHD staff <br /> participation. Webinar topics included Perinatal Health Equity, Health Equity and <br /> Food Security and Building Communities through Faith Partnerships. <br /> o Management Team, frontline staff, HEC members and BOH members attended <br /> Racial Equity Institute Phase I training. <br /> • Year three next steps include: <br /> o HEC will create an action plan to address the health equity top priority identified in <br /> the Community Health Assessment. <br /> o OCHD will have a fall UNC Capstone Team from the Health Behavior and Health <br /> Equity, Social Justice and Human Rights MPH concentrations at the UNC Gillings <br /> School of Public Health that will focus on the Equity Data Index as well as other <br /> items from the OCHD's Racial Equity Strategic Plan. <br /> The BOH members had questions that were addressed by Ms. Scurry. <br /> B. 2019 Community Health Assessment Presentation <br /> Ashley Rawlinson, Healthy Carolinians of Orange County (HCOC) Coordinator, gave an update <br /> on the 2019 Community Health Assessment (CHA) which enables public health officials to <br /> address health disparities and identify needs of populations who are most disadvantaged. <br /> Below are some highlights. <br /> • Community data was collected via community opinion surveys (in-person and online), <br /> focus groups and community input sessions. BOH members were present at each <br /> session to facilitate community discussions. <br /> • The top 10 issues that were presented at the community input sessions that residents <br /> voted on were Access to Care, Mental Health, Substance Abuse, Physical Activity and <br /> S:\Managers Working Files\BOH\Agenda &Abstracts\2020 Agenda &Abstracts/ <br /> May Page 2 <br />
