Health Director's Report
September 2020
• September 2, 2020—FSA Governance Committee Meeting
• September 2, 2020 - COVID-19 Update for Chamber Minority Business Owners
• September 2, 2020—Operations Meeting for DHHS Regional Support Teams
• September 2, 2020—Interview with Beatrice Parker—Table Joy Talks; COVID-19
Update
• September 11, 2020 - Solid Waste Department Staff Meeting; COVID -19 Update
• September 11, 2020—NCALHD New Health Director Orientation(Virtual)
• September 14, 2020—NCALHD Executive Committee Call
• September 17, 2020—NC Association of Local Health Directors Meeting (Virtual)
• September 18, 2020—Meeting with Brian Toomey, CEO Piedmont Health Services—Flu
Vaccination Planning & COVID-19 Testing for Community
• NCDHHS is developing a COVID-19 exposure notification app called
S1owCOVIDNC. The app will help North Carolinians slow the spread of the virus by
alerting them when they may have been exposed to someone who has tested positive for
COVID-19.
S1owCOVIDNC uses Google and Apple's Exposure Notification System(ENS) and will
alert users that have the app if they have been in close contact with an individual who
later tests positive for COVID-19. The app is completely anonymous and does not
collect, store or share personal information or location data. S1owCOVIDNC is voluntary
to download and use and designed to enhance the state's existing contact tracing efforts.
The app is currently in Beta testing and will be free of charge. Stay on the lookout for
more information about this.
• I have agreed to serve on the Carolina PROSPER Board; Carolina PROSPER will offer
technical assistance to facilitate the safe re-opening of businesses during the pandemic
while promoting worker health. It is a rapid-response program of the North Carolina
Occupational Safety and Health Education and Research Center, part of the UNC
Gillings School of Global Public Health. I will need to participate in two 2-hour long
meetings this fall.
• The team and I continue to work with UNC,both the school districts, and several
community agencies to discuss re-opening plans. We are currently working out details for
fall vaccination plans for flu and COVID-19 once it becomes available.
• House Bill 1105, now Session Law 2020-97, was recently signed by the
Governor. Section 3.19 will re-allow licensed soil scientists to be able to evaluate,
inspect, and approve on-site wastewater systems under the provisions of 130A-336.2
without the rules or certifications from the North Carolina On-Site Wastewater
Contractors and Inspectors Certification Board in place, and this expires 90 days after
Executive Order No. 116 is rescinded. The common form and guidance are the same as
sent out earlier this year for Session Law 2020-3 (with a few minor edits to reflect the
updated Session Law number and expiration date).
