MINUTES - Draft
ORANGE COUNTY BOARD OF HEALTH
May 27, 2020
In the chat box, Kristin Prelipp quoted Ms. Stewart's official response to the school district which
was "Pursuant to Section 4(E)(3) of Executive Order 138 the Governor has left decisions about
whether to hold graduation ceremonies up to local school boards and superintendents and has
directed those officials to consult with local health departments and law enforcement officials
about how to safely hold such graduation ceremonies. If local school leaders elect to hold
graduation ceremonies, then those ceremonies must comply with requirements of applicable
Executive Orders in effect at the time of the event.
It's outside of the Health Director's jurisdiction; it's left to the discretion of the school boards and
superintendents. As the local health official, I strongly recommend that the outdoor graduation
ceremonies limit groups to 25 max including support staff. I also recommend the use of face
coverings for those that are able to wear them, physical distance of at least 6ft between
individuals, and clear communication advising that COVID positive individuals and those with
symptoms should not attend as graduates, family, or support staff.
Again the final decision about graduation ceremonies remains at the discretion of local school
board and superintendents".
Ms. Stewart added the school boards and superintendents were given guidance to consult with
local health officials which they have done. She continued by stating that it is a milestone in the
life of a high school graduate, she's not immune or insensitive to that. She does want everyone
to have the experience of celebrating that milestone, understands that everyone has worked
hard but just wants everyone to be safe doing so.
Ms. Miller thanked Ms. Stewart for the clarification as she stated that the school board had
pushed the idea that the Health Director had the final say on high school graduations.
VI. Board Comments.
None.
VII. Adjournment
Alison Stuebe moved to adjourn the meeting at 9:19pm and Aparna Jonnal seconded.
The next Board of Health Meeting will be held June 24, 2020 at 7:00pm via Go To Meeting.
Respectfully submitted,
Quintana Stewart, MPA
Orange County Health Director
Secretary to the Board
S:\Managers Working Files\BOH\Agenda &Abstracts\2020 Agenda &Abstracts/
May Page 7
