MINUTES - Draft
ORANGE COUNTY BOARD OF HEALTH
May 27, 2020
After discussion was held, the Board voted via Menti.com on the three priorities from the ten
community concerns. The chosen three priorities were Access to Healthcare, Social Justice
and Substance Abuse. BOH member, Bruce Baldwin, had abstained from voting.
The BOH members had questions that were addressed by Ms. Scurry and Ms. Stewart.
V. Reports and Discussion with Possible Action Action Items (Non Consent)
A. BOH Vice-Chair Discussion
Jessica Frega, Chair, informed the Board that Jennifer Deyo, Vice-Chair and Pharmacy
representative, moved to Alamance County; thus, she's no longer a member of the Board.
There was a request for volunteers to serve on a small committee to interview candidates to fill
the Pharmacy representative seat. Timothy Smith and Lee Pickett will serve on that committee
alongside Ms. Frega. Ms. Frega also asked the Board to send her nominations, in the next
couple of weeks, for the Vice-chair position which will be voted on at the June Board meeting.
Nominees should be aware that they are expected to serve the remainder of this year, next year
and the year after.
Ms. Frega also announced that the BOCC reappointed Lee Pickett as the Veterinarian
representative and approved the recommendation to appoint Shielda Rogers to fulfill the
Nursing representative seat. She will be participating in the August Board meeting.
B. Health Director Report
In addition to mentioning upcoming events, Ms. Stewart also reiterated the items below from her
report.
• Dr. Michael Day, Dental Clinic Director, is retiring this Friday. He has worked for many
years as a dentist in many counties in North Carolina and out of state as well. He will be
relocating to Florida to join his family that travelled ahead of him. Ms. Stewart
encouraged the Board to send him well wishes and will provide Dr. Day's email address
to the Board.
• Ms. Stewart along with the Deputy County Manager and AMS Director, Travis Myren
and Steve Arndt, respectively, had two meetings at the courthouse in Hillsborough to
discuss the safe re-opening of courts on June 1st during the COVID-19 pandemic.
• Ms. Stewart and Environmental Health Director, Victoria Hudson, spoke to the Chapel
Hill Chamber on "Safe Operation, Regulation and Health Inspections" during COVID-19.
• Ms. Stewart continues to participate in weekly Multi-Agency Coordinating Policy Group
(MAC/Policy Group) calls to give updates on COVID-19 and discuss potential policy
needs.
• OCHD will partner with OWASA and NC State to participate in a study to test
wastewater samples for COVID-19.
C. Mask/Cloth Facial Covering
Chair, Jessica Frega, led the discussion on mask/cloth facial coverings. Aparna Jonnal, Liska
Lackey and Ms. Frega received an email from a member of the public concerned that
masks/face coverings are not mandated in Orange County as they are in Durham County. At
which time, Ms. Frega reached out to Quintana Stewart to find out how that decision was made.
S:\Managers Working Files\BOH\Agenda &Abstracts\2020 Agenda &Abstracts/
May Page 4
