Roy Cooper announced the first "community spread " case in the state , <br /> meaning that a patient tested positive without any history of travel to an impacted area or contact <br /> with a known carrier. <br /> " This new information has shifted our response efforts from containment to mitigation ," Stewart <br /> said.
