Water Fluoridation Survey <br /> Orange Water and Sewer Authority ( OWASA) recognizes that there is public dissent on the issue of <br /> water fluoridation and has requested that the Orange County Board of Health ( BOH ) review this policy . <br /> The BOH ' s review plan includes inviting public comment on water fluoridation .
