How can the benefits and burdens of a program be fairly balanced ? <br /> • The Committee discussed having a panel of experts seems the best way to help formulate a <br /> recommendation . <br /> • The Committee discussed the best way to get public comment on the issue . The committee <br /> will develop a survey and post it on the OCHD website for public feedback . <br /> • The Committee would review the comments from the survey and find the major themes . <br /> • The expert panel would be presented with those themes and respond keeping in mind the 6 <br /> questions above . <br /> • A set of questions will be developed specifically to ask the panel . Questions will be based on <br /> themes as well . <br /> • After the panel , a formal report will be written to give to OWASA and make public . <br /> Final Thoughts <br /> • Due to the fact that all residents and committee stakeholders will be given a chance to respond <br /> online , there will be no need to have residents as part of the panel or Ad Hoc Committee . <br /> • Suggested panelists include : <br /> o OWASA Board /Staff member <br /> o Hydrogeologist at the North Carolina Department of Environment and Natural <br /> Resources <br /> o Chief or staff member of the NC Department of Health and Human Services , Oral <br /> Health Section <br /> o Chair of the UNC School of Dentistry — Pediatric Dentistry <br /> o Medical Person — MD , PhD <br /> • Confirm panelists by the end of June <br /> • First week in July make electronic survey available to the public — open for 2 weeks <br /> • The committee will meet again third week in July to review public comments and pick themes <br /> • Panelists will be sent themes from public comment in early August as well as the ethics of <br /> public health framework <br /> • Panelist will present at the August meeting or committee will ask for electronic responses from <br /> panelists to present a PPT to BOH <br /> • August would be ideal to finish process , but September may be more realistic <br /> Action Steps <br /> • Ask Donna and Coby how they previously set up an online public survey during the E - <br /> cig /Tobacco work <br /> • Beverly will contact potential panelists <br /> • Beverly will work with Committee to formulate questions for the electronic survey ( open <br /> ended and close ended questions ) <br /> • Beverly will find out from county lawyer what are the guidelines around public comment <br /> • Beverly will send out July meeting date for committee <br /> • Jessica will give the Board an update on this meeting at the June BOH meeting <br />
