MEETING MINUTES <br /> Board of Health <br /> Ad Hoc Fluoride Committee <br /> Wednesday, June 6, 2018 <br /> 5:30 pm - 6;30 pm <br /> BOH Conference Room <br /> Committee At the request of the Orange County Water and Sewer Authority ( OWASA) , the BOH <br /> Purpose has put together an Ad Hoc Committee to review the benefits for oral health and any <br /> harmful effects of drinking water fluoridation . The BOH will ultimately make a <br /> recommendation to OWASA . <br /> Present : Jessica Frega , Bruce Baldwin , Liska Lackey , Quintana Stewart , Beverly Scurry <br /> Items in Red Action steps to be completed before the next meeting <br /> Background <br /> • OWASA is requesting the following from the BOH : <br /> o Open and transparent process that has been communicated to the public and <br /> stakeholders . <br /> o Individuals and organizations that both support and do not support fluoridation will be <br /> invited to provide input . <br /> o The latest science will be reviewed by dental and medical experts who have recognized <br /> credentials in their fields of expertise including all aspects of human health that could be <br /> affected by fluoridation . <br /> o The review will specifically address key concerns raised by those who do not support <br /> fluoridation . <br /> o The observations and findings of the review will be communicated to the public and <br /> stakeholders in a clear and understandable way . <br /> Discussion <br /> • Members of the Ad Hoc Committee . OWASA would like to include a community resident who <br /> opposes fluoridation of the drinking water . Beverly sent Ed Kerwin , Executive Director of <br /> OWASA , an email requesting recommendations for someone who opposes fluoridation as well <br /> as a resident who supports fluoridation . <br /> • Beverly presented the Committee with two documents from the American Dental Association - <br /> Responses to Misconceptions About Community Water Fluoridation , March 2015 & Frequently <br /> Asked Questions on Community Water Fluoridation , February 2017 . <br /> • Beverly also presented the Committee with a journal titled An Ethics Framework for Public <br /> Health by Nancy E . Kass (2001 ) . American Journal of Public Health . This document outlines <br /> the following questions for the committee to remember during this process : <br /> 1 . What are the public health goals of the proposed program ? <br /> 2 . How effective is the program in achieving its stated goals ? <br /> 3 . What are the known or potential burdens of the program ? <br /> 4 . Can burdens be minimized ? Are there alternative approaches ? <br />
