13. "Clay" means a substance composed of natural, inorganic, fine-grained <br /> crystalline mineral fragments which, when mixed with water, forms a pasty, <br /> moldable mass that preserves its shape when air dried. <br /> 14. "Closed loop geothermal heat exchange injection well" or"geothermal well" <br /> means an excavation that is drilled into which a sealed pipe loop is inserted <br /> through which fluid or gas is recirculated for the sole purpose of a vertical <br /> closed loop geothermal heat exchange system. <br /> 15. "Closed loop geothermal heat exchange system"means a system of <br /> continuous piping,part of which is installed in the subsurface, through which <br /> moves a fluid or gas that does not exit the piping, and which is used to <br /> transfer heat energy to and from the fluid or gas. <br /> 16. "Commission" means the North Carolina Environmental Management <br /> Commission or its successor, unless otherwise indicated. <br /> 17. "Consolidated rock" means rock that is firm and coherent, solidified or <br /> cemented, such as granite, gneiss, limestone, slate or sandstone,which has not <br /> been decomposed by weathering. <br /> 18. "Construction of wells" means the term as defined in G.S. 87-85. <br /> 19. "Construction permit"means a well construction permit issued by the OCHD <br /> authorizing or allowing the construction of any water well as defined in <br /> Section I of these Rules. <br /> 20. "Contaminate" or "Contamination" means the introduction of foreign <br /> materials of such nature, quality, and quantity into the groundwater as to <br /> exceed the groundwater quality standards specified in 15A NCAC 2L <br /> (Classifications and Water Quality Standards Applicable to the Groundwater <br /> of North Carolina). [Note: As specified in 15A NCAC 2L.0202 (b) (3), <br /> where naturally occurring substances exceed the established standard, the <br /> standard shall be the naturally occurring concentration as determined by the <br /> Division. <br /> 21. "Designed capacity" shall mean that capacity that is equal to the yield that is <br /> specified by the well owner or his or her agent prior to construction of the <br /> well. <br /> 22. "Development"means the process of properly casing and lining of the well <br /> and of removing all drill cuttings, formation material, sediment, or other <br /> settled or suspended debris from a new or existing well. <br /> 23. "Disinfect" or"Disinfection"means protecting against any contamination <br /> from equipment, material, or surface drainage introduced during well <br /> construction or repair, immediately following their construction or repair. <br /> 24. "Division of Water Resources" or "Division" means the North Carolina <br /> Division of Water Resources or its successor.
