F. ORANGE COUNTY BOARD OF HEALTH <br /> A RESOLUTION CONCERNING THE ADOPTION OF RULES FOR <br /> GROUNDWATER PROTECTION AND WELL PERMITTING AND CONSTRUCTION IN <br /> ORANGE COUNTY <br /> WHEREAS, the Orange County Board of Health is charged with protecting the health, <br /> safety, and welfare of all Orange County residents;and <br /> WHEREAS, the Orange County Board of Health desires to protect the health of all <br /> residents of Orange County from exposure to contaminated groundwater and drinking water, <br /> and <br /> WHEREAS, wells that are improperly constructed or maintained constitute a significant <br /> public health risk for residents living in the County; and <br /> WHEREAS, wells that are improperly constructed or maintained may lead to groundwater <br /> contamination and detriment of groundwater resources, and <br /> WHEREAS, the Orange County Board of Health is enabled by North Carolina General <br /> Statute <br /> §130A-39 to adopt Rules more stringent than those set forth by the North Carolina <br /> Commission for Health Services where, in the opinion of the Orange County Board of Health, <br /> a more stringent rule is required to protect the public health; and <br /> WHEREAS, it is the opinion of the Orange County Board of Health that these Rules are <br /> necessary to ensure the proper construction of wells and protection of the groundwater <br /> resources and thereby protect the public health and natural resources of the County; <br /> 43 <br />
