41 <br /> 1 Swanson &Associates, a local Landscape Architecture firm, prepared design drawings for a <br /> 2 flagpole, concrete and stone plaza and stone bench that would comprise Phase II of the <br /> 3 memorial. Attachment 2 provides an overview of the design. <br /> 4 <br /> 5 The project was placed out to bid in early October 2019 and bids were opened on October 15, <br /> 6 2019. Unfortunately, the apparent low bid received was $232,425. Subsequent value <br /> 7 engineering efforts failed to reconcile the difference between available funding and the <br /> 8 scope/cost of work. The architect then revised the design and on April 30, 2020, obtained two <br /> 9 additional quotes with the low bidder, Custom Stone NC provided a quote of$98,000. The <br /> 10 architect received a separate quote of$10,000 for associated electrical lighting. <br /> 11 <br /> 12 Attachment 3 is an agreement for the Ownership, Operations and Maintenance of the Veterans <br /> 13 Memorial. The agreement stipulates that upon completion of construction, the Memorial will <br /> 14 become the property of Orange County and the County will be responsible for operations and <br /> 15 maintenance of the Memorial and surrounding site. The agreement also requires the Orange <br /> 16 County Veterans Memorial, Inc. to provide Orange County with $500/year for ongoing <br /> 17 maintenance and upkeep of the Memorial. <br /> 18 <br /> 19 Bruce Runberg, Veterans' Memorial Co-Chair, said this has been a wonderful <br /> 20 partnership. He said the contractor has proposed a very reasonable fee for the project, and the <br /> 21 committee is eager to proceed. He said the site will be beautiful, and he thanked the <br /> 22 Commissioners for their support. <br /> 23 <br /> 24 A motion was made by Commissioner Price, seconded by Commissioner Bedford to: <br /> 25 <br /> 26 1) Approve the certified budget and project design (Attachment 2) for Phase II <br /> 27 of the Veterans Memorial project at the Southern Campus; <br /> 28 2) Authorize construction of the project, and authorize the County Manager to sign the <br /> 29 construction contract and any amendments/change orders up to the $137,542 budgeted <br /> 30 amount; and <br /> 31 3) Authorize the County Manager to sign the Ownership, Operations and <br /> 32 Maintenance Agreement (Attachment 3). <br /> 33 <br /> 34 Chair Rich asked Commissioners to accept a roll call form of voting and called names <br /> 35 accordingly. <br /> 36 <br /> 37 VOTE: UNANIMOUS <br /> 38 <br /> 39 Commissioner Greene thanked Bruce Runberg and James Merritt for their ongoing time <br /> 40 and investment in this project. <br /> 41 <br /> 42 d.
