He said the County has paid -$105,000 towards the total $175,000 and the <br /> 3 Towns will pay the balance. <br /> 4 <br /> 5 5. Public Hearings <br /> 6 <br /> 7 a. NCDOT Public Transportation Division/Public Transportation - 5307 Urbanized <br /> 8 Area Formula Grant Applications for FY2021 <br /> 9 The Board held a public hearing on the North Carolina Urbanized Area Formula grant <br /> 10 application by Orange County Transportation Services (OCTS) for FY2021. In addition, the <br /> 11 Board considered to: <br /> 12 • Approve the grant application which includes the resolution previously adopted by the <br /> 13 Board authorizing the applicant to enter into an agreement with the North Carolina <br /> 14 Department of Transportation (NCDOT); and <br /> 15 • Authorize the County Attorney to review and complete the necessary 2021 certifications <br /> 16 and assurances when they are received (2020 versions attached as examples). <br /> 17 <br /> 18 Theo Letman, Transportation Services Director, reviewed the following information: <br /> 19 <br /> 20 BACKGROUND: <br /> 21 Each year, the NCDOT Public Transportation Division accepts requests for operations and <br /> 22 administrative needs for county-operated Urbanized Area Formula Grant applications. OCTS is <br /> 23 eligible to make an application for both operations and administrative funding. NCDOT has <br /> 24 allotted $580,654 in funds, to be divided between State funding of$290,327 and local funding of <br /> 25 $290,327. Article 43 Transit Tax proceeds will cover the required local match, and will propose <br /> 26 the allocation of these funds in a future Budget Amendment for consideration by the Board of <br /> 27 Commissioners. <br /> 28 <br /> 29 Commissioner Price asked if the Department of Transportation (DOT) allotted $580,654, <br /> 30 with the State giving half and the County giving half. She asked if clarification could be <br /> 31 provided. <br /> 32 Theo Letman said the total grant application amount is $580,654, with 50% coming from <br /> 33 Federal funds, and 50% coming from State/local funds. <br /> 34 <br /> 35 A motion was made by Commissioner Price, seconded by Commissioner Bedford, to <br /> 36 open the public hearing. <br /> 37 <br /> 38 Chair Rich asked Commissioners to accept a roll call form of voting and called names <br /> 39 accordingly. <br /> 40 <br /> 41 VOTE: UNANIMOUS <br /> 42 <br /> 43 PUBLIC COMMENT: <br /> 44 NONE <br /> 45 <br /> 46 A motion was made by Commissioner McKee, seconded by Commissioner Greene to <br /> 47 close the public hearing. <br /> 48 <br /> 49 Chair Rich asked Commissioners to accept a roll call form of voting and called names <br /> 50 accordingly. <br /> 51 <br />
