18 <br /> 1 <br /> 2 WHEREAS, Judge Buckner supervises the administration of more than 50,000 cases per year, <br /> 3 in addition to supervising the magistrates and the trial and judicial assignments for all the court <br /> 4 sessions; and <br /> 5 <br /> 6 WHEREAS, Judge Buckner oversees the Clerk of Superior Court in the discharge of duties, <br /> 7 administers the drawing of jury panels, the setting of specialized court sessions including <br /> 8 criminal dockets, domestic issues, traffic, family violence, child support, mental health and <br /> 9 substance use commitments, juvenile delinquency, child abuse and neglect and felony pleas; <br /> 10 and <br /> 11 <br /> 12 WHEREAS, Judge Buckner has been a champion for individuals with mental health and <br /> 13 substance use disorders in our community, and started North Carolina's first mental health <br /> 14 diversion court (Community Resource Court) over twenty years ago, with CRC remaining a <br /> 15 model for the state; and <br /> 16 <br /> 17 WHEREAS, Judge Buckner started and has strongly supported the District's first <br /> 18 drug treatment courts: Recovery Court and Family Treatment Court; and <br /> 19 <br /> 20 WHEREAS, Judge Buckner created and sought funding for a Juvenile Court School Liaison <br /> 21 position that operates to ensure communication and services by the school system forjustice- <br /> 22 involved youth; and <br /> 23 <br /> 24 WHEREAS, Judge Buckner has been a champion for individuals with mental health and <br /> 25 substance use disorders in our community, and started North Carolina's first mental health <br /> 26 diversion court (Community Resource Court) over twenty years ago, with CRC remaining a <br /> 27 model for the state; and <br /> 28 <br /> 29 WHEREAS, Judge Buckner started and has strongly supported the District's first <br /> 30 drug treatment courts: Recovery Court and Family Treatment Court; and <br /> 31 <br /> 32 WHEREAS, Judge Buckner created and sought funding for a Juvenile Court School Liaison <br /> 33 position that operates to ensure communication and services by the school system for justice- <br /> 34 involved youth; and <br /> 35 <br /> 36 WHEREAS, Judge Buckner started weekly Child Planning Conferences for children and families <br /> 37 involved in abuse and neglect cases, which has improved outcomes by providing early <br /> 38 interventions; and <br /> 39 <br /> 40 WHEREAS, Judge Buckner has initiated countless improvements, innovations and <br /> 41 reorganizations in the court system that have resulted in an increase in efficiency and just <br /> 42 resolutions; and <br /> 43 <br /> 44 WHEREAS, in 2004, Judge Buckner commissioned a set of historical murals by <br /> 45 Michael Brown that grace the main courtroom in the Orange County Courthouse showcasing <br /> 46 Orange County history and informing and delighting visitors and court attendees; and <br /> 47 <br /> 48 WHEREAS, Judge Buckner has served the residents of Orange and Chatham <br /> 49 County tirelessly and with distinction for close to 30 years as a district court judge, and his <br /> 50 compassion and experience have touched the lives of so many individuals that have appeared <br />
