v~~ <br />All feasible site design techniques that reduce impervious surface on new development should be <br />utilized during the planning process. Where possible, the following planning techniques should <br />be incorporated into any plan for new development: <br />• minimize any road widths, <br />• reduce minimum pazking requirements, <br />• minimize the use of curb and gutter, <br />• maximize the use of cluster, or open space developments, <br />• maximize the use of traditional neighborhoods, and <br />• maximize mixed use developments. <br />Section 12 Jurisdiction-Wide and Inter-Local Approaches <br />Orange County shall have the option of implementing jurisdiction-wide and/or inter-local <br />approaches to achieve nitrogen reductions. <br />Any jurisdiction-wide and/or inter-local approaches must be approved by the Orange County <br />Board of Commissioners, and the Environmental Management Commission before <br />implementation. <br />Section 13 Jurisdiction-Wide Collection of Illegal Discharge Information <br />Orange Caunty Planning and Inspections shall collect information related to Illegal <br />Discharges from all applicable sources within its Jurisdiction. within the Neuse River Basin. <br />Section 14 Illegal Discharges <br />Orange County shall implement a program to prevent, identify and remove illegal dischazges. ' <br />This section of the Ordinance establishes methods for controlling the introduction of pollutants <br />into the stormwater collection system. <br />A. Dischazge Prohibitions <br />No person shall discharge or cause to be discharged into the stormwater collection system <br />any materials, including but not limited to pollutants or waters containing any pollutants <br />that cause or contribute to a violation of applicable water quality standards, other than <br />stormwater. <br />B. Allowable Discharges <br />The commencement, conduct, or continuance of any illegal discharge to the stormwater <br />collection system is prohibited except as described as follows: <br />1. The following dschazges are exempt from discharge prohibitions established <br />by this Ordinance provided that they do not significantly impact water quality: <br />a) Waterline flushing, <br />b) Landscape irrigation, <br />c) Diverted stream flows, <br />26 <br />
