Approved 9/2/2020 <br /> 56 <br /> 57 AGENDA ITEM 5: CONSIDERATION OF ADDITIONS TO AGENDA. <br /> 58 There were none <br /> 59 <br /> 60 <br /> 61 AGENDA ITEM 6: PUBLIC CHARGE <br /> 62 <br /> 63 INTRODUCTION TO THE PUBLIC CHARGE <br /> 64 The Board of County Commissioners, under the authority of North Carolina General Statute, <br /> 65 appoints the Orange County Planning Board (OCPB)to uphold the written land development law of <br /> 66 the County. The general purpose of OCPB is to guide and accomplish coordinated and <br /> 67 harmonious development. OCPB shall do so in a manner, which considers the present and future <br /> 68 needs of its citizens and businesses through efficient and responsive process that contributes to <br /> 69 and promotes the health, safety, and welfare of the overall County. The OCPB will make every <br /> 70 effort to uphold a vision of responsive governance and quality public services during our <br /> 71 deliberations, decisions, and recommendations. <br /> 72 <br /> 73 PUBLIC CHARGE <br /> 74 The Planning Board pledges to the citizens of Orange County its respect. The Board asks its <br /> 75 citizens to conduct themselves in a respectful, courteous manner, both with the Board and with <br /> 76 fellow citizens. At any time, should any member of the Board or any citizen fail to observe this <br /> 77 public charge, the Chair will ask the offending member to leave the meeting until that individual <br /> 78 regains personal control. Should decorum fail to be restored, the Chair will recess the meeting <br /> 79 until such time that a genuine commitment to this public charge is observed. <br /> 80 <br /> 81 <br /> 82 AGENDA ITEM 7: CHAIR COMMENTS <br /> 83 There were none <br /> 84 <br /> 85 <br /> 86 AGENDA ITEM 8: PROPOSED AMENDMENTS TO THE TOWN OF HILLSBOROUGH/ORANGE COUNTY CENTRAL ORANGE <br /> 87 COORDINATED AREA(COCA) LAND USE PLAN AND TO THE ORANGE COUNTY COMPREHENSIVE PLAN <br /> 88 FUTURE LAND USE MAP(FLUM)-To review and make a recommendation to the BOCC on County- <br /> 89 initiated amendments to the COCA and FLUM in the vicinity of the southern portion of the <br /> 90 Hillsborough Area Economic Development District. The amendments related to COCA affect 17 <br /> 91 parcels (in whole or part) encompassing 84 acres. The amendments related to the FLUM affect 20 <br /> 92 parcels (in whole or part) encompassing 89 acres. The COCA proposed land use category is <br /> 93 Suburban Office and the FLUM proposed category is Economic Development. This item is <br /> 94 scheduled for BOCC public hearing on September 15,2020. <br /> 95 PRESENTER: Tom Altieri, Comprehensive Planning Supervisor <br /> 96 <br /> 97 Tom Altieri reviewed the abstract and proposed changes <br /> 98 <br /> 99 Hunter Spitzer: The first question that I have, no residential zoning will be permitted under this new County Land Use <br /> 100 under the Economic Transitionary correct? <br /> 101 <br /> 102 Tom Altieri: As part of these amendments, there is no associated rezoning at this time. The residential structures, <br /> 103 the homes that are there now will continue to be conforming, the planning term, because the Rural Residential or R1 <br /> 104 Zoning District will remain in place. <br /> 105 <br /> 106 Hunter Spitzer: So could these properties potentially be rezoned to say medium or low intensity residential <br /> 107 development is my question, are those allowable zonings under this new land use? <br /> 108 <br /> 109 Tom Altieri: Yes <br />
