Approved 9/2/2020 <br /> 165 <br /> 166 AGENDA ITEM 8: ZONING ATLAS AMENDMENT(MASTER PLAN DEVELOPMENT APPLICATION—RESEARCH TRIANGLE <br /> 167 LOGISTICAL PARR)-To continue review and make a recommendation to the BOCC on a developer- <br /> 168 initiated application for an MPD-CZ(Master Plan Development Conditional Zoning). The proposed <br /> 169 project encompasses approximately 180 acres in the Hillsborough Economic Development District <br /> 170 (EDD)south of Interstate 40 and west of Old Highway 86,within Hillsborough Township. 168 <br /> 171 acres are currently zoned MPD-CZ(Settler's Point)and 12 acres are currently zoned R-1 (Rural <br /> 172 Residential). This item was continued from the August 5 regular meeting and is scheduled for <br /> 173 BOCC public hearing on September 15, 2020. <br /> 174 PRESENTER: Michael Harvey, Current Planning Supervisor <br /> 175 Michael Harvey reviewed the abstract and proposed changes to the Zoning Atlas Amendment <br /> 176 <br /> 177 Craig Benedict: Good evening, just for the help for the Planning Board, when the Planning Board suggests <br /> 178 conditions, it is good to make sure there's consensus amongst the Planning Board that these are newly imposed <br /> 179 conditions that go beyond what was in the original abstract. If one of your thoughts is to vote on the three conditions <br /> 180 at are on page 17 of the abstract and those three new conditions that were suggested by the Board at the last <br /> 181 meeting, it wasn't necessarily a vote. We want to make sure that when the vote does occur that these conditions are <br /> 182 clearly included in the other 50 plus conditions that are there. Of those 3 conditions that you mentioned a couple of <br /> 183 weeks ago, as Michael said, energy for the building, fuel storage more than 30 feet away from a flood plain area and <br /> 184 EV stations at the buildings. So, at some point in your deliberations or possibly now, you could at least make a <br /> 185 motion that the Planning Board is in agreement to add these to the other 50 plus conditions we have for the project. <br /> 186 That is one topic; another topic is tonight there is a lot of people that are participating in the meeting. It is up to the <br /> 187 Board to listen to proposals, it's also up to the Board if there is some repetitiveness you can say that is clearly noted <br /> 188 in the record and we will take that under consideration. The motion that is available in the agenda package that is on <br /> 189 page 41 for this item talks about the Planning Board coming to a determination in enough time that it can reach a <br /> 190 public hearing in September. Please keep that in mind. It is not unlimited in your time to have to make decisions on <br /> 191 this item. If the Board feels like it would like another meeting to hear additional input from the public that is their <br /> 192 prerogative. It would probably be just one more opportunity to do that before we need to conclude this item, approval <br /> 193 or denial and move it on; and get the draft minutes of the meeting to move onto the formal public hearing which is <br /> 194 schedule to occur in mid-September. Those are just some additional items and we will help guide you through as <br /> 195 deliberations continue. The first item I brought up is just to get some clarity to get that behind us so that we do not <br /> 196 lose those additional conditions that were suggested by the Board on August 51h. <br /> 197 <br /> 198 David Blankfard: Is everyone ok with the first condition about the fuel or chemical storage not occurring within 30 feet <br /> 199 of the floodplain? <br /> 200 <br /> 201 Planning Board Members were in consensus <br /> 202 <br /> 203 David Blankfard: The next one is at least two electrical vehicle charging stations per building. <br /> 204 <br /> 205 Planning Board Members were in consensus <br /> 206 <br /> 207 David Blankfard: Ok, Hunter what did you say about the third one? <br /> 208 <br /> 209 Hunter Spitzer: I would like for it, instead of reading unnecessarily preclude, read necessarily prepare for <br /> 210 incorporation. <br /> 211 <br /> 212 David Blankfard: So you want them to ... <br /> 213 <br /> 214 Hunter Spitzer: Necessarily prepare for incorporation of alternative energy systems. <br /> 215 <br /> 216 Adam Beeman: What does that mean? <br /> 217 <br /> 218 Hunter Spitzer: Well as it stated, they could necessarily preclude incorporation of alternative energy systems and it <br /> 219 seems if they so choose they can make up any reason why they can necessarily preclude.
