ORANGE COUNTY PLANNING &. INSPECTIONS DEPARTMENT
Craig N. Benedict, AICP, Director
Current Planning b~` ~ ' ; 306E Revere Road
(919) 245-2575 ~r ~ P O Box 8181
(919) fi44-3002 (FAX) ~ Hillsborough,
vwvw.co.orange.nc.us '`°~~y ~.~•~•'' North Carolina, 27278
~~,~~
MEMORANDUM
To: Board of County Commissioners
Planning Board
From: Tina Moan, Planner II
Date: May 9, 2001
Subject: Environmental Assessment Requirements
Class A Special Use Permit (SUP-A-1-01)
Olive Branch Inn Bed & Breakfast
Article 8.8 of the Orange County Zoning Ordinance, Regulations Governing Individual Special
Uses, specifies that SUP applicants shall submit an Environmental Assessment (EA) or
Environmental Impact Statement (EIS) when required by the Orange County Environmental
Impact Ordinance. AEA is required for the Olive Branch Inn project, per Section 2.2.8 of the
Environmental Impact Ordinance, since the property is identified in "An Inventory of Sites of
Cultural, Historic, Recreational, Biological, and Geological Significance in the Unincorporated
Portions of Orange County."
The applicant Ms. Elizabeth P. Davidson is requesting approval to use the house at 7015 NC
57, traditionally known as the Dr. Arch Jordan House, as the bed and breakfast facility. The Dr.
Arch Jordan House is listed on page 12 of the "Inventory" as a significant historic site, and has
been placed on the National Register of Historic Places. Since the Orange County Zoning
Ordinance permits bed and breakfast establishments under use classification S54 Historic Sites
Non-Residential-Mixed Use one of the key requirements is that the site is recognized by the
state as having historic significance. The other key requirement for approval is that the
proposed use maintains the historic character of the site and its significant buildings.
Ms. Davidson submitted an EA with her application materials on March 2B, 2001. Planning staff
forwarded the EA and supplemental materials to the North Carolina State Clearinghouse shortly
thereafter and is awaiting comments.. The initial response from Environmental Policy Act
Coordinator indicates a review completion date of June 3, 2001. This deadline should provide
adequate turnaround time for staff to submit all public hearing related evidence by the July 3,
2001 Planning Board Meeting. The EA and related materials are attached.
