RESPONSE: This is reasonable and acceptable although this seems a duplicative <br />effort and one fraught with potential complications. Under the current regulation, <br />bed and breakfast operations are restricted to historic sites, specifically National <br />Register of Historic Places sites. Since this is the first criterium to meet before the <br />County will entertain such a proposed use, to ask permission of HPC upon <br />completion of the application seems redundant and frankly, scary to the applicant. <br />Perhaps including such a requirement at the beginning of the application process <br />before the applicant has put forth such expense, time, and effort OR doing away with <br />the historic site requirement entirely could be two passible options. I am happy to <br />see that such an amendment is on the agenda tonight far review. <br />(2) Planning Board for a recommendation on the SUP to be returned to the Board of <br />County Commissioners no sooner than August 21, 2001. <br />RESPONSE: This is reasonable and acceptable. <br />I have only one more issue to address with regard to my application. On Mayl, 2001 I <br />wrote a letter to Mr. Craig Benedict concerning a waiver of land use buffer requirements <br />(see Page 43 of OCBOCC and PB Public Hearing Agenda Item Abstract). In a return letter dated <br />May 10,2001 Mr. Benedict granted a partial waiver of the Type E Land Use Huflfer <br />(see Page 44, Abstract). Whereas I believe he agrees with the intent of my request and sees its <br />merits, I request once again, that the tree line be either eliminated or redesignated. One hundred <br />feet measwed perpendiculaz to the road on either side of the house will still pose a safety hazard <br />and will alter the historic landscape. From 3bCFltPart800 -- Sec.800.5 Assessment of Adverse <br />Effects - (2) Examples of adverse effects. Adverse effects on historic properties include, but aze <br />not limited to: ... (v) "Introduction of visual, atmospheric or audible elements that diminish the <br />integrity, of the property's significant historic features." .. . <br />Hopefully, stating my concerns in writing will enable you to make the best possible <br />decisions. As you consider my proposed use, recall that I am an Orange County native, born and <br />raised. I attended Orange County schools. 1 graduated from Duke University. My history is <br />here. I was taught well by my mother and father to love the land, respect its natural beauty, <br />steward it well. The Olive Branch Inn offers a unique rural experience to those weary of the <br />urban/suburban life. Folks from all over can see a farm striving for sustainability...goats, <br />chickens, turkeys, fish.
