State Certified General Real Estate Appraiser. 6104 Fayetteville Road, Suite 103 Durham, NC 27713 Date: March 24, 2001 Subject: The proposed Bed & Breakfast will be located in Orange County approximately 3 tenths of a mile south of the intersection of NC Highway 57 and Highway 157 (Guess Road) north of the town of Hillsborough. Site address: 7015 NC 57, Rougemant, NC 27572. (See attached Plat Map) Introduction The following analysis is intended to serve as a part of the "Class A" Special Use Permit application for the Proposed Bed 8c Breakfast identified above. Our analysis will examine the proposed use to determine compliance with two general conditions: (1) "The use will maintain or enhance the value of contiguous property"; and (2)"The location and character of the use, ...will be in harmony with the area in which it is to be located and the use is in compliance with the plan for the physical development of the County..." The proposed special use The proposed special use is a Bed 8c Breakfast that will have three (3) guest suites with a capaciryof six (6) guests. This proposed use requires approval by the Orange County Board of County Commissioners Pursuant to conditions sat forth in the Orange County Ordinance. General eooditions to which the proposed spacial use must comply (Please note that this memorandtun does not address the condition "The use will maintain or promote the public health, safety and general welfare,..." This condition will be addressed by others). (1) The use will maintain or enhance the value of the contiguous property (unless the use is a public necessity, in which case the use need not maintain the value of contiguous property). (2) The location and character of the use, if developed according to the plan submitted, will be in harmony with the area in which it is located and the use is in compliance with the plan for the physical development of the County as embodied in these regulations or in the comprehensive plan, or portion thereof, adopted by the Beard of County Commissioners.
