RES-2020-057 2 <br /> RESOLUTION OF APPOINTMENT <br /> A RESOLUTION APPOINTING GREG WILDER INTERIM CLERK TO THE <br /> BOARD <br /> Be it Resolved by the Board of Commissioners of Orange County, North Carolina: <br /> WHEREAS, Donna Baker served as Clerk to the Board for 18 years before passing away <br /> unexpectedly in July 2020; and <br /> WHEREAS, the North Carolina General Statutes§ 153A-111 requires the Board of Commissioners <br /> to appoint a Clerk to the Board to perform the duties of the Clerk; and <br /> WHEREAS, Greg Wilder currently serves as an employee of the County in the position of Assistant <br /> to the County Manager for Legislative Affairs, and has many years' experience working alongside <br /> the Clerk to the Board of Commissioners and who is well suited to serve as Interim Clerk to the <br /> Board; and <br /> WHEREAS, in the event Greg Wilder is unavailable during his appointment to serve as Interim <br /> Clerk, a deputy must be available to perform the Clerk's duties and David Hunt shall remain in his <br /> current position as Deputy Clerk; <br /> NOW THEREFORE BE IT RESOLVED the Board of Commissioners appoints Greg Wilder to the <br /> position of Interim Clerk to the Board subject to the following conditions: <br /> a) As Authorized by North Carolina General Statute 153A-111, this appointment is dual <br /> in nature and Greg Wilder shall maintain his permanent employee status and position of <br /> Assistant to the County Manager for Legislative Affairs throughout the appointment; and <br /> b) During the course of the appointment and thereafter, no probationary employment <br /> status shall apply and Greg Wilder shall remain a permanent employee of the County <br /> subject to the terms of the Orange County Personnel Ordinance; and <br /> c) During the course of the appointment, Greg Wilder shall remain subject to the <br /> supervision of the Orange County Manager; and <br /> d) Upon appointment of a permanent Clerk to the Board or the removal of the Interim <br /> Clerk designation, Greg Wilder shall maintain his permanent employment status and <br /> continue in his position as Assistant to the County Manager for Legislative Affairs with all <br /> rights, responsibilities, and accrued and unused benefits intact. <br /> BE IT FURTHER RESOLVED this appointment shall remain effective until the Board of <br /> Commissioners appoints a permanent Clerk to the Board and that Clerk begins employment with <br /> Orange County. <br /> This appointment and the terms contained herein are effective and binding upon adoption of this <br /> Resolution. <br /> Adopted by the Orange County Board of Commissioners this 15t" day of September, 2020. <br /> By: <br /> Penny Rich, Chair <br /> Orange County Board of Commissioners <br />
