31 <br /> Attachment 4 <br /> Brief history and summary of land use classifications -Town of Hillsborough/Orange <br /> County Central Orange Coordinated Area (COCA) Land Use Plan: <br /> Since the early 2000's, Orange County and the Town of Hillsborough have worked <br /> cooperatively to prepare a `comprehensive vision' outlining strategic growth management <br /> strategies in and around the Town's corporate limits. <br /> This work has included identifying anticipated locations for high intensity residential and non- <br /> residential developments, areas where it was reasonable to extend public utility services (i.e. <br /> water/sewer) to support development activities, etc. <br /> These efforts led, in 2009, to the adoption of a Hillsborough-Orange Interlocal Land <br /> Management Agreement. Part of this agreement called for the development of a joint land <br /> use plan identifying where the County and Town would work together to encourage/promote <br /> development consistent with available public utility services. <br /> In 2013, the Town adopted a Future Land Use Plan identifying its urban service areas (i.e. <br /> areas where utilities would be provided). This plan included areas within the County's <br /> planning jurisdiction as being viable for utility services. <br /> These efforts led to the creation/finalization of the Central Orange Coordinated Area (COCA) <br /> Land Use Plan, a joint effort between the Town and County identifying areas acceptable for <br /> urban style growth. <br /> The BOCC reviewed the COCA at a September 9, 2013 public hearing and adopted same <br /> on November 5, 2013. COCA establishes the following land use categories for properties <br /> south of Interstate 40: <br />
