62 <br /> SECTION 3-2 TIA IMPROVEMENT SUMMARY <br /> See Exhibit H Traffic Impact Analysis <br /> 4. UTILITIES AND OTHER PUBLIC SERVICES <br /> SECTION 4-1 INTERNAL UTILITY DESIGN <br /> A written, signed agreement between the applicant and the Orange County and/or the Town of <br /> Hillsborough shall be executed, which describes the timing, phasing, design, and financing of <br /> public water distribution and public sanitary sewer collection mains for the project. <br /> Sanitary sewer will be extended to the property under Interstate 40 prior to or during the initial <br /> phases of construction. Depending on the construction sequencing of the building structures,the <br /> main will be extended to the appropriate building prior to that building's required Certificate of <br /> Occupancy. <br /> A new water main will be extended along the Interstate 40 service road to serve the property. A <br /> looped water system will ultimately be provided with a connection back to the public system. So <br /> long as the flows and pressures are sufficient for the buildings and proposed uses, the loop will <br /> not be required for building certificates of occupancy. <br /> 5. OPEN SPACE <br /> SECTION 5-1 VEGETATED BUFFERS <br /> The Open Space management plan differs from the Landscape Design standards outlined within <br /> PART THREE of this document in the following manner: <br /> The RTLP project shall adhere to the following Open Space requirements: <br /> 1. There shall be a one hundred (100)foot Perimeter Structure Buffer on the Western property <br /> line where no construction of any four sided walled and roofed building is allowed that is built <br /> or constructed principally above ground and intended to be continuously occupied, including <br /> but not limited to load bearing walls,columns, beams or girders. For purposes of clarification, <br /> the following, by way of example and not limitation, shall not be defined as a structure for <br /> the 100' Perimeter Structure Buffer: recreational picnic or gazebo, retention or detention <br /> areas, retaining walls, landscaping, bridges, roads, parking lots, etc. <br /> 2. There shall be a fifty (50) foot Perimeter Building Buffer on the Western property line where <br /> no construction of any of the following is allowed: four sided walled and roofed building that <br /> is built or constructed principally above ground and intended to be continuously occupied, <br /> including but not limited to load bearing walls, columns, beams or girders, or parking lots. <br /> 3. There shall be a twenty-five (25) foot Land Use Buffer to be installed along the Service Road <br /> and a thirty(30)foot Land Use Buffer along the north side of Davis Road. <br /> 4. All 100-year floodplains as regulated by FEMA and streams as regulated by the State within <br /> the Project shall be buffered and maintained in accordance with applicable County <br />
