531 <br /> j. Orange County and North Carolina Department of Transportation shall <br /> approve the location of all proposed external utility poles housing street <br /> signals prior to installation; <br /> k. Segregated entrances and exists for pedestrian, construction vehicle, and <br /> non-construction vehicular traffic shall be developed to avoid conflict <br /> during construction activities; <br /> I. Any required or requested bus pullouts and/or transit shelters shall be <br /> constructed to serve the Project consistent with transit plans adopted by <br /> Orange County and shall be developed in accordance with the following: <br /> i. Each transit stop shall be a covered and enclosed on 3 sides to <br /> shield users from the elements, <br /> ii. Kiosks shall be developed to provide transit information, including <br /> schedule and route information, and shall be illuminated to five (5) <br /> average maintained foot-candles. <br /> III. DIMENSIONAL STANDARDS: <br /> a. The Project shall observe a building square footage limit of 2,400,000 <br /> sq.ft. consistent with the submitted Traffic Impact Analysis (TIA) approved <br /> as part of this master concept plan. Additional floor area may be <br /> developed with the submittal of a revised, updated, TIA in accordance with <br /> the provisions of the UDO. <br /> STAFF COMMENT: Staff is basing this recommendation on the <br /> figure utilized in the development of the Traffic Impact Analysis <br /> (TIA), Attachment H of the application, outlining internal/external <br /> traffic improvement(s) necessary to support the Project. Traffic <br /> improvement(s) for the project were based on an anticipated <br /> square footage limit of approximately 2,400,000 sq.ft. <br /> The applicant's revised narrative for the project, dated July 15, <br /> 2020, requested a floor area ratio (FAR) limit of 0.65 or 4,586,868 <br /> sq.ft. of allowable building square footage area for the Project. To <br /> approve this request, the TIA will have to be revised/updated. <br /> Staff requests review of the item/concern with the applicant and <br /> BOCC members in order to fashion final condition language that is <br /> mutually agreeable to all parties. <br /> b. Height: <br /> i. Principal structures shall abide by a height limit of 60 ft., measured <br /> from the top of the floor/slab to the roof deck of a structure; <br /> ii. Accessory Structures: <br /> 1. Water tower <br /> STAFF COMMENT: The narrative makes references to `accessory <br /> structures' exceeding the 60 ft. height limit. <br />
