DRAFT 461 <br /> 56 <br /> 57 AGENDA ITEM 5: CONSIDERATION OF ADDITIONS TO AGENDA. <br /> 58 There were none <br /> 59 <br /> 60 <br /> 61 AGENDA ITEM 6: PUBLIC CHARGE <br /> 62 <br /> 63 INTRODUCTION TO THE PUBLIC CHARGE <br /> 64 The Board of County Commissioners, under the authority of North Carolina General Statute, <br /> 65 appoints the Orange County Planning Board (OCPB) to uphold the written land development law of <br /> 66 the County. The general purpose of OCPB is to guide and accomplish coordinated and <br /> 67 harmonious development. OCPB shall do so in a manner, which considers the present and future <br /> 68 needs of its citizens and businesses through efficient and responsive process that contributes to <br /> 69 and promotes the health, safety, and welfare of the overall County. The OCPB will make every <br /> 70 effort to uphold a vision of responsive governance and quality public services during our <br /> 71 deliberations, decisions, and recommendations. <br /> 72 <br /> 73 PUBLIC CHARGE <br /> 74 The Planning Board pledges to the citizens of Orange County its respect. The Board asks its <br /> 75 citizens to conduct themselves in a respectful, courteous manner, both with the Board and with <br /> 76 fellow citizens. At any time, should any member of the Board or any citizen fail to observe this <br /> 77 public charge, the Chair will ask the offending member to leave the meeting until that individual <br /> 78 regains personal control. Should decorum fail to be restored, the Chair will recess the meeting <br /> 79 until such time that a genuine commitment to this public charge is observed. <br /> 80 <br /> 81 <br /> 82 AGENDA ITEM 7: CHAIR COMMENTS <br /> 83 There were none <br /> 84 <br /> 85 <br /> 86 AGENDA ITEM 10: ZONING ATLAS AMENDMENT(MASTER PLAN DEVELOPMENT APPLICATION—RESEARCH TRIANGLE <br /> 87 LOGISTICAL PARR)-To review and make a recommendation to the BOCC on a developer-initiated <br /> 88 application for an MPD-CZ(Master Plan Development Conditional Zoning). The proposed project <br /> 89 encompasses approximately 180 acres in the Hillsborough Economic Development District(EDD) <br /> 90 south of Interstate 40 and west of Old Highway 86,within Hillsborough Township. 168 acres are <br /> 91 currently zoned MPD-CZ(Settler's Point)and 12 acres are currently zoned R-1 (Rural Residential). <br /> 92 This item is scheduled for BOCC public hearing on September 15, 2020. <br /> 93 PRESENTER: Michael Harvey, Current Planning Supervisor <br /> 94 Michael Harvey reviewed the abstract and proposed changes to the Zoning Atlas Amendment <br /> 95 The Applicant for the RTLP proposal give a presentation <br /> 96 <br /> 97 Randy Marshall: I read in some of the material here that you are likely going to consider putting left turn only from <br /> 98 that service road onto Davis Drive, I didn't see it in your presentation. Is that something you're considering doing, left <br /> 99 turn only coming out of the service drive onto Davis? <br /> 100 <br /> 101 Michael Birch: Correct, we have added a condition that is part of the case that requires the developer to install <br /> 102 signage essentially stating `left hand turns only'there at that access point. That is part of the conditions. <br /> 103 <br /> 104 Randy Marshall: I think that would help address some of the residents concern that there'd be a lot of increased <br /> 105 traffic going down Davis Road or at least intending to try to control traffic and encourage them to turn left, that might <br /> 106 allay some of their concerns. <br /> 107 <br /> 108 Michael Birch: Absolutely, and that access point is approximately 1000 feet from the intersection with 86 and as 1 <br /> 109 mentioned, the traffic engineers have been working with the County and the State to really anticipate only about 5% <br />
