447 <br /> LOS is measured by volume over total capacity, where LOS C = 1 and D > 1. Any LOS <br /> that is A, B or C is acceptable while LOS D, E and F indicate issues with the system. <br /> According to the TRM, in 2045, traffic volume traveling along Davis Road is projected to <br /> increase to 3,496 vehicles per day, which is still only 39% of David Road's total capacity. <br /> According to the consultant's TIA from 2018, David Road saw 2,300 vehicles per day, or <br /> about 26% of the road's total capacity. <br /> If Hillsborough and Orange County were to become fully developed, Davis Road would <br /> remain LOS C according to the analysis. The Traffic Impact Analysis (TIA), provided by the <br /> developer, assumes 5% of traffic will use Davis Road. By 2045, traffic on Davis Road will <br /> only increase to 3,004 average annual daily traffic, resulting in LOS of 0.33 (LOS A). Even <br /> if 100% of new traffic generated by the proposed development were to only use Davis <br /> Road, traffic volume would only increase to 7,197 (LOS 0.80) well below LOS C. <br /> The same analysis was performed for Old NC-86 near the project area. Old NC-86 is a <br /> state-maintained route, classified as Minor Arterial with approximately a capacity of 11,800 <br /> vehicles per day (11' travel lanes, 45 mph speed limit). <br /> The consultant's TIA assumes approximately 20% of traffic will use Old NC-86. By 2045, <br /> traffic on Old NC-86 will increase to 8,748 vehicles per day, resulting in LOS C (0.87). <br /> Should 100% of new traffic generated by proposed development only use Old NC-86 and <br /> not any other road, traffic volume would increase to 12,279 resulting in LOS D or worse. <br /> Staff is aware of various proposed developments along Old NC-86 including Shops at Lloyd <br /> Farm in Carrboro and the future Daniel Boone redevelopment and the potential, impact <br /> they could have on the County's transportation network. <br /> Orange County Board of County Commissioners approved Old NC-86 for modernization on <br /> February 2019 as a County priority, and it is being submitted for the state's Strategic <br /> Prioritization of Transportation (SPOT) process through Triangle Area Rural Planning <br /> Organization (TARPO). Should NCDOT fund this improvement, it could increase capacity <br /> along this segment of the road to approximately 14,000, thereby reducing LOS to B or <br /> better, should future traffic increase to 12,279 in 2045 as projected. <br /> A brief breakdown of the analysis is provided in the attached Staff Assessment.
