<br />The creation and preservation of infrastructure, policies, programs and funding necessary <br />for residents to provide shelter, food, clothing and medical care for themselves and their <br />dependents. <br /> <br />ENVIRONMENTAL IMPACT: There are no Orange County Environmental Responsibility Goal <br />impacts associated with this item. <br /> <br />RECOMMENDATION(S): The Manager recommends the Board: <br />1. Receive the request; <br /> <br />2. Conduct the public hearing and accept comment; <br /> <br />3. Close the public hearing; <br /> <br />4. Authorize the acceptance of written comment(s) via e-mail to the Board at <br />(ocbocc@orangecountync.gov) or by delivery to the Planning Department’s office at 131 <br />West Margaret Lane, Hillsborough, North Carolina 27278, until 9:00 a.m. on Thursday, <br />September 17, 2020; and <br /> <br />(STAFF COMMENT: In accordance with Session Law 2020-3 Section 4.31(a), regarding <br />remote meetings during declared emergencies, while voting may be allowed on the night <br />of the meeting, Staff is recommending the Board vote at a subsequent meeting. Session <br />Law 2020-3 further allows the record to be supplemented by written comments on items <br />heard at a public hearing by accepting written comments for 24 hours after the public <br />hearing is closed. Due to the late hour at which this public hearing is expected to <br />conclude, Staff is recommending an additional period of time in excess of this 24-hour <br />period to accept written comments.) <br /> <br />5. Schedule a vote to approve the Resolution in Attachment 5 amending the COCA Land <br />Use Plan and the Orange County Comprehensive Plan FLUM at the Board’s October 6, <br />2020 Business meeting, as recommended by the Planning Board and Planning <br />Director. No additional public comments shall be received on this item at the October 6 <br />Business meeting. <br />4
