D R A F T <br /> <br /> 56 <br />AGENDA ITEM 5: CONSIDERATION OF ADDITIONS TO AGENDA. 57 <br />There were none 58 <br /> 59 <br /> 60 <br />AGENDA ITEM 6: PUBLIC CHARGE 61 <br /> 62 <br /> INTRODUCTION TO THE PUBLIC CHARGE 63 <br /> The Board of County Commissioners, under the authority of North Carolina General Statute, 64 <br />appoints the Orange County Planning Board (OCPB) to uphold the written land development law of 65 <br />the County. The general purpose of OCPB is to guide and accomplish coordinated and 66 <br />harmonious development. OCPB shall do so in a manner, which considers the present and future 67 <br />needs of its citizens and businesses through efficient and responsive process that contributes to 68 <br />and promotes the health, safety, and welfare of the overall County. The OCPB will make every 69 <br />effort to uphold a vision of responsive governance and quality public services during our 70 <br />deliberations, decisions, and recommendations. 71 <br /> 72 <br />PUBLIC CHARGE 73 <br />The Planning Board pledges to the citizens of Orange County its respect. The Board asks its 74 <br />citizens to conduct themselves in a respectful, courteous manner, both with the Board and with 75 <br />fellow citizens. At any time, should any member of the Board or any citizen fail to observe this 76 <br />public charge, the Chair will ask the offending member to leave the meeting until that individual 77 <br />regains personal control. Should decorum fail to be restored, the Chair will recess the meeting 78 <br />until such time that a genuine commitment to this public charge is observed. 79 <br /> 80 <br /> 81 <br />AGENDA ITEM 7: CHAIR COMMENTS 82 <br />There were none 83 <br /> 84 <br /> 85 <br />AGENDA ITEM 10: ZONING ATLAS AMENDMENT (MASTER PLAN DEVELOPMENT APPLICATION – RESEARCH TRIANGLE 86 <br />LOGISTICAL PARK) - To review and make a recommendation to the BOCC on a developer-initiated 87 <br />application for an MPD-CZ (Master Plan Development Conditional Zoning). The proposed project 88 <br />encompasses approximately 180 acres in the Hillsborough Economic Development District (EDD) 89 <br />south of Interstate 40 and west of Old Highway 86, within Hillsborough Township. 168 acres are 90 <br />currently zoned MPD-CZ (Settler’s Point) and 12 acres are currently zoned R-1 (Rural Residential). 91 <br />This item is scheduled for BOCC public hearing on September 15, 2020. 92 <br /> PRESENTER: Michael Harvey, Current Planning Supervisor 93 <br />Michael Harvey reviewed the abstract and proposed changes to the Zoning Atlas Amendment 94 <br />The Applicant for the RTLP proposal give a presentation 95 <br /> 96 <br />Randy Marshall: I read in some of the material here that you are likely going to consider putting left turn only from 97 <br />that service road onto Davis Drive, I didn’t see it in your presentation. Is that something you’re considering doing, left 98 <br />turn only coming out of the service drive onto Davis? 99 <br /> 100 <br />Michael Birch: Correct, we have added a condition that is part of the case that requires the developer to install 101 <br />signage essentially stating ‘left hand turns only’ there at that access point. That is part of the conditions. 102 <br /> 103 <br />Randy Marshall: I think that would help address some of the residents concern that there’d be a lot of increased 104 <br />traffic going down Davis Road or at least intending to try to control traffic and encourage them to turn left, that might 105 <br />allay some of their concerns. 106 <br /> 107 <br />Michael Birch: Absolutely, and that access point is approximately 1000 feet from the intersection with 86 and as I 108 <br />mentioned, the traffic engineers have been working with the County and the State to really anticipate only about 5% 109 <br />461
