The Manager may sign intergovernmental grant agreements regardless of amount as <br /> long as no expenditure of County matching funds, not previously budgeted and <br /> approved by the Board, is required. Subsequent budget amendments will be brought to <br /> the Board of County Commissioners for revenue generating grant agreements not <br /> requiring County matching funds as required for reporting and auditing purposes. <br /> 7. He said <br /> due to increase in County spending there will be a 6% property tax increase over the next few <br /> years. He said there is no relief in sight for residents, and the County government is bloated <br /> with wasted funds. <br /> Kristin Driggers said during the last meeting Chair Rich suggested creating an <br /> emergency technology fund by reallocating library funding, and the Orange County Board of <br /> Commissioners voted instead to fund the Chapel Hill Library. She implored the BOCC to <br /> reconsider its vote. <br /> Sonia Dashe echoed the previous speaker. She asked if the Board would please delay <br /> its vote on the budget, and reexamine it from an equity mindset in order to benefit the <br /> community from a human services role, as opposed to punishment. <br /> Commissioner Price referred to the County fee schedule, and said it is out of date. She <br /> asked if the staff could update it over the summer. <br /> A motion was made by Commissioner Price, Commissioner Bedford seconded by for the <br /> Board to adopt the FY2020-21 Budget Ordinance, the FY2020-21 County Grant Projects, and <br /> the FY2020-21 County Fee Schedule, consistent with the parameters outlined in the Board's <br /> "Resolution of Intent to Adopt the FY2020-21 Orange County Budget". <br />
