Discussion of FY2020-25 Capital Investment Plan <br /> • Funding Decisions on the Capital Investment Plan Amendment List <br /> • Accept FY2020-25 Capital Investment Plan and Approve the Intent to Adopt <br /> Capital Funding for FY2020-21 <br /> 3. Discussion and Decision on the FY2020-21 County Fee Schedule <br /> 4. Discussion and Decision on the FY2020-21 Tax Rates <br /> i. Ad Valorem Tax- 86.79cents <br /> ii. Chapel Hill-Carrboro City Schools Special District Tax <br /> iii. Fire District Tax Rates <br /> Amendment 001 and 002- <br /> Commissioner Greene said the $20,000 is requested because the house needs <br /> $30,000 by September 1, and a generous board member has a bought a house they can <br /> lease, but they need $30,000 in the bank. <br /> Commissioner Price said it is her understanding that the program applied through <br /> the outside agency process, and did not make the cut. <br /> Commissioner Greene said the program did not qualify because it had not <br /> applied before, but their mission is so aligned with the justice work being done by the <br /> County. She said there is so little reentry housing, and this is a more unique <br /> organization. She said the requested money is for the rent, and the program plans for its <br /> residents to be working and paying rent. She said this is start up funding. <br /> Commissioner Price said the BOCC had an unofficial agreement to follow the <br /> Manager's guidance. She said she supports the program, but her concern is the <br /> $20,000 for a start up. She said she would like some sort of partnership for a year, to <br /> insure it is sustainable. <br /> Bonnie Hammersley said the outside agencies process was a little different this <br /> year, and did not follow the typical formula. She said no new agencies were awarded <br /> funding. She said if the Board approves this amendment, the program would have to <br /> follow all outside agencies' processes and procedures. <br /> Commissioner Price said she does not want it to look like the BOCC is giving <br /> preferential treatment. She said perhaps the County could be more hands on in the <br /> management of the funding, and this should be more of a partnership, as opposed to a <br /> typical outside agency. <br /> Chair Rich said she agreed with Commissioner Price, and does not want to give <br /> funding to those who lobbied the BOCC, when others did not know that doing so was <br /> even a possibility. <br />
