7 <br /> County Manager <br /> 13. The County Manager's Department has deferred revenue and the receipt of additional <br /> funds for the following programs: <br /> • Food Council — As of June 30, 2020, the department has $16,498 in deferred <br /> revenue, for use in FY 2020-21, related to the Food Council Division. These funds <br /> will be utilized for division activities, consistent with the MOE signed by the County <br /> and the municipalities, and are budgeted in the multi-year Grant Fund, outside of <br /> the General Fund. <br /> • Arts Commission <br /> o NC Arts Council Grant - as of June 30, 2020, the department had received <br /> $15,000 from an NC Arts Council Grant. These funds have been earmarked <br /> as deferred revenue for use in FY 2020-21. These funds are budgeted in the <br /> Visitors Bureau Fund, outside of the General Fund. <br /> o Orange County Arts Assistance Grant Program — This program will <br /> allocate $50,000 towards the Orange County-based arts organizations who <br /> collectively contribute $131 million to the local economy each year. This <br /> program will follow the format of the annual Grassroots Arts Program, <br /> requiring an application that will evaluate each organization's financial <br /> standing and operating procedures in light of COVID-19. A panel of Orange <br /> County Arts Commission advisory board members will review the <br /> applications and make funding decisions. Organizations employing full-time <br /> staff will be prioritized. The online application period will be September 7 — <br /> September 30, 2020. This budget amendment allocates $50,000 from the <br /> Emergency Small Business Grant Fund to the Visitors Bureau Fund (Arts <br /> Commission budget), outside of the General Fund, to cover the cost of this <br /> Arts Assistance Grant Program. <br /> This budget amendment provides for the receipt of these deferred revenues and <br /> additional funds for use in FY 2020-21. (See Attachment 1, column #12) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to these items: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> Library Services <br /> 14. Library Services has received a strategic planning grant from the Library Services and <br /> Technology Act (LSTA). This will allow the department to complete a strategic plan for <br /> the upcoming years and receive annual state funding. The award from the LSTA is <br /> $32,438 and the County match is $10,812. The matching funds will be covered through <br /> a reallocation of existing FY 2020-21 departmental expenditures. <br /> This budget amendment provides for the receipt of the grant funds for use in FY 20-21. <br /> (See Attachment 1, column #13) <br />
