4 <br /> • Partnership to End Homelessness Program <br /> o Receipt of Emergency Solutions Grant — COVID 19 (ESG-CV) grant awards <br /> to be used to fund one (1) 1.0 FTE Rapid Rehousing Case Manager position <br /> and two (2) 1.0 FTE Peer Support Specialists in the Partnership to End <br /> Homelessness, through June 30, 2022. This budget amendment authorizes <br /> the use of grant funds in the amounts of$85,408 and $140,816, respectively, <br /> for the purpose of startup and ongoing position-related costs, contingent on <br /> receipt of the grant. <br /> o Partnership to End Homelessness is requesting to use funding secured <br /> through the CARES Act, a reallocation of existing revenue, as well as funding <br /> approved for a current 0.625 FTE Administrative Support position to <br /> temporarily increase the FTE authorization by .375 FTE to a 1.0 FTE <br /> Programs Coordinator position through June 30, 2021. At July 1, 2021, the <br /> position would then revert to a 0.625 FTE Administrative Support position. The <br /> cost of the position is estimated at $68,329 annually and is contingent on <br /> receipt of grant funding. <br /> This budget amendment provides for the receipt of the Grant funds, and approves the <br /> creation of a time-limited 1.0 FTE Rapid Rehousing Case Manager, (2) 1.0 FTE time- <br /> limited Peer Support Specialists through June 30, 2022, and a temporary increase of <br /> .375 FTE for a 1.0 FTE time-limited Programs Coordinator through June 30, 2021. (See <br /> Attachment 1, column #7) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this agenda item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION <br /> AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or <br /> color; religious or philosophical beliefs; sex, gender or sexual orientation; national <br /> origin or ethnic background; age; military service; disability; and familial, <br /> residential or economic status. <br /> Department of Social Services <br /> 8. The Department of Social Services (DSS) has received federal CARES funds for adult <br /> and child protective services in the amount of $66,787. These funds will be used to fund <br /> three (3) time-limited Social Work positions (1.0 FTE each) for six months. These <br /> positions will be funded through December 31, 2020 using CARES funds, and the <br /> department will use anticipated salary savings to continue staffing these positions <br /> through February 28, 2021. <br /> 9. The Department has received $20,993 in donations for the annual toy chest drive. These <br /> funds will be used for that purpose. These funds will be appropriated in the DSS Client <br /> Fund, a special revenue fund outside of the General Fund. <br />
