General Statute <br />143, Article 3D. <br />BACKGROUND: On June 1, the Board approved the acquisition of an agricultural <br />conservation easement from Victor and Lucille Walters. A survey of the property to be <br />included in the easement does exist, but it is not in recordable form. There are economies in <br />having the same surveyor recheck the corners and provide a recordable plat. The closing on <br />the easement is projected to occur on or around July 6. <br />General Statute 143-3D allows counties to exempt themselves from a selection process for <br />surveyors on any project if the professional fee will be less than $30,000, or, in their <br />discretion, on any project by stating the reasons therefore. In order to expedite this survey <br />work in time for the closing, and to pursue economies of scale by having the same surveyor <br />perform the work, it is recommended that the County exempt this project from the selection <br />process. The cost of the survey update is anticipated to be less than $2,000, <br />FINANCIAL IMPACT: The $2,000 cost of the survey update is included in the June 1 total <br />cost for the easement purchase. <br />RECOMMENDATION(S): The Manager recommends that the Board exempt this project <br />from the requirements of NCGS 143, Article 3D as it respects the selection of surveyors. <br />
