General Statute <br />143, Article 3D. <br />BACKGROUND: Bob and Chris Nutter have expressed their willingness to lease three-four <br />acres of land on their farm to the county for ten years for a full size soccer field at an annual rate <br />of $1. In order to proceed with lease preparation, a boundary survey must be completed. <br />General Statute 143-3D allows counties to exempt themselves from a selection process for <br />surveyors on any project if the professional fee will be less than $30,000, or, in their discretion, <br />on any project by stating the reasons therefore. It is recommended that the County exempt this <br />project from the selection process. The cast of the survey is estimated to be less than $1,000. <br />FINANCIAL IMPACT: The cost of the survey is included in the June 25 authorization to <br />proceed. <br />RECOMMENDATION(S): The Manager recommends that the Board exempt this project from <br />the requirements of NCGS 143, Article 3D as it respects the selection of surveyors. <br />
