l 1 2 3 Attachment 4 4 5 DRAFT MINUTES 6 BOARD OF COMMISSIONERS 7 VIRTUAL BUDGET WORK SESSION 8 June 9, 2020 9 7:00 p.m. 10 11 The Orange County Board of Commissioners met for a Virtual Budget Work Session on 12 Thursday, June 9, 2020 at 7:00 p.m. 13 14 COUNTY COMMISSIONERS PRESENT: Chair Rich and Commissioners Jamezetta 15 Bedford, Mark Dorosin, Sally Greene, Earl McKee, Mark Marcoplos, and Renee Price 16 COUNTY COMMISSIONERS ABSENT: 17 COUNTY ATTORNEYS PRESENT: 18 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County 19 Manager Travis Myren and Clerk to the Board Donna Baker (All other staff members will 20 be identified appropriately below) 21 22 Chair Rich called the meeting to order at 7:00 p.m. 23 Chair Rich said there has been an uptick of Covid-19 cases in the state and 24 Orange County. She encouraged anyone who is not feeling well to get tested. 25 Chair Rich said she has had conversations about the pandemic with the Mayors, 26 the Legislative Delegation, and Congressman Price. She said there are concerns about 27 schools resuming in the fall, and also about governmental entities meeting again face- 28 to-face. She said there is hope of more government funding to help with Covid-19 29 related expenses. 30 Chair Rich referred to the amended Orange County Emergency Declaration 31 effective Friday, June 12 at 5:00 p.m., which does require masks. 32 Commissioner Marcoplos referred to his and Commissioner Dorosin's proposed 33 community forum on racism and policing, which many thought may be discussed this 34 evening. He said the proposed resolution will be discussed on the June 16" agenda, 35 and the desire is to have the Sheriff's department as a full and equal partner. 36 Chair Rich said the Board of County Commissioners (BOCC) has been getting a 37 lot of emails about the Orange County Board of Commissioners defunding the police, 38 but the County does not have a police force. She said town police do not answer to the 39 BOCC, but rather to the local Mayors. She said in the County, the Sheriff is an elected 40 official, and does not answer to the BOCC. She said the County always works 41 collaboratively with the Sheriff's department, for example having body cameras. 42 Commissioner Dorosin said the community forum should happen soon, and 43 though the Sheriff is independently elected, the Orange County Board of 44 Commissioners controls his budget. He said there is much good being done, but also 45 much work yet to be done. 46 Chair Rich said she talked with the Sheriff before the Chapel Hill protest, and 47 invited him to attend the 161" meeting, in order to highlight some of the things the County 48 is doing. 49 50 Due to current public health concerns, the Board of Commissioners conducted a 51 Virtual Budget Work Session on June 9, 2020 utilizing Zoom.
