I b. Creating and implementing racial equity tools that mechanize the practice of <br /> 2 considering racial impact when making and implementing policy. They should <br /> 3 incorporate the following: <br /> 4 i. Inclusion and Engagement— Promote racially inclusive collaboration <br /> 5 and engagement; <br /> 6 ii. Develop a Racial Equity Scorecard - Using Data and Metric to <br /> 7 develop strategies to close gaps and track progress; <br /> 8 iii. Integrate program and policy strategies — Develop and implement <br /> 9 program and policy strategies for eliminating racial inequity; <br /> 10 iv. Structural Change— Develop cross-section, cross-jurisdictional <br /> 11 partnerships to achieve systematic change; and <br /> 12 v. Educate and communicate about racial equity— Educate on racial <br /> 13 issues and raise racial awareness. <br /> 14 <br /> 15 c. Using Data and Metrics — Use data to develop strategies to close gaps and <br /> 16 track progress over a period. Metrics can be used to align outputs with <br /> 17 outcomes across cross-departmental and cross-jurisdictional lines to <br /> 18 evaluate community progress on racial equity throughout the County. <br /> 19 Develop a Racial Equity Scorecard to track equity metrics across Orange <br /> 20 County. <br /> 21 d. Partner with Stakeholders, including communities of color, to have a <br /> 22 "collective impact" to advance racial equity. Collective impact refers to a <br /> 23 commitment of organizations from different sectors to a common agenda for <br /> 24 solving a specific social problem. <br /> 25 e.
