2 <br /> FINANCIAL IMPACT: The department will utilize currently available carryover funds from <br /> Article 43 Transit Tax proceeds to cover the required local match, and will propose the allocation <br /> of these funds in a future Budget Amendment for consideration by the Board of Commissioners. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or <br /> ethnic background; age; military service; disability; and familial, residential, or economic <br /> status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs, and funding <br /> necessary for residents to provide shelter, food, clothing, and medical care for <br /> themselves and their dependents. <br /> OCTS provides opportunities for access to jobs and services to many individuals. <br /> The 5307 Grant provides Orange County access to funds to support its urban transportation <br /> infrastructure that promotes economic self-sufficiency to a wide range of residents and <br /> locations. The funds additionally support a system that enhances the access of residents in the <br /> non-urbanized areas to health care, shopping, education, employment, public services, and <br /> recreation. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal <br /> impact is applicable to this item: <br /> • CLEAN OR AVOIDED TRANSPORTATION <br /> Implement programs that monitor and improve local and regional air quality by: 1) <br /> promoting public transportation options; 2) decreasing dependence on single-occupancy <br /> vehicles, and 3) otherwise minimizing the need for travel. <br /> The 5307 Grant provides Orange County access to funds to support its urban transportation <br /> infrastructure that promotes the use of clean diesel and alternative-fueled vehicles. Which <br /> results in reduced carbon emissions in high density and at-risk populations? <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1. Conduct a public hearing to receive public comments on the proposed grant application; <br /> 2. Close the public hearing; <br /> 3. Approve the Urbanized Area Formula Grant application for FY2021 in the total amount of <br /> $580,654 with a local match total of $290,327 to be provided when necessary; <br /> 4. Approve and authorize the Chair to sign the Local Share Certification for Funding form; <br /> and <br /> 5. Authorize the County Attorney to review and complete the necessary 2021 certifications <br /> and assurances when they are received (2020 versions attached as examples). <br />
